PurposeThe understanding of how to mitigate opportunism in construction projects is still limited and conflicting. The complexity of causalities and interdependence among antecedents of opportunism (transaction characteristics and governance mechanisms) is the major obstacle to current research. This study takes a holistic perspective to explore the different combinations of conditions that lead to high opportunism and low opportunism in project management.Design/methodology/approachThrough 2 phases of the interview and questionnaire survey, the 91 valid survey data were collected from the buyer–seller relationships in construction projects and analyzed by adopting fuzzy-set qualitative comparative analysis.FindingsA single transaction characteristic is rarely sufficient to explain opportunism, and combinations of different transaction characteristics and governance mechanisms (performance ambiguity, asset specificity, buyer's requirement certainty, informal control, and formal control) have different effects on opportunism. In the case of extremely unsatisfactory transaction characteristics, even the combination of formal and informal control cannot prevent high opportunism. The combination including low-formal control and high-asset specificity easily leads to high opportunism. Besides, performance ambiguity is a vital factor in mitigating high opportunism or achieving low opportunism.Originality/valuePrevious studies have always addressed the role of one or some factors independently and separately. This study is one of the first to explore the different combinations of conditions that result in high opportunism and low opportunism in project management based on transaction costs economics and agency theory.

The governance of public sector development projects has become an increasingly complex theme in the diverse nature of managing stakeholders, structuring project formation and development, planning, monitoring, and surveillance, and their expectations. Thus, stakeholders’ interests should be addressed by the governments. The main objective of this research is to investigate project governance and its basics, for the application in the Sri Lankan public sector development projects to increase project performance in terms of public sector growth and sustainability. Funding agencies, policymakers, government regulators, and other associated partners attempt to support smooth project execution and accomplish the desired project outputs and outcomes by emphasizing the importance of project governance.The study conducts a literature review on project governance to bridge a knowledgegap in investigating the function of project governance and the efficiency of the Sri Lankan public sector development projects. It employs a qualitative research approach and reviews the related literature including scholarly journal articles. The findings indicate that project governance must be practiced achieving project objectives related to optimal economic and social benefits for the country's accelerative development plan and from the standpoint of the government, project governance and performance serve as cornerstones of a development plan. Finally, this study comprehensively examines the roles and practical implementation of project governance within Sri Lankan projects, providing invaluable insights and recommendations for enhancing project performance, fostering growth, and ensuring sustainability within the public sector. Construction projects under contingency are characterized by high uncertainty and difficulty in cost control. This study aims to analyze the impact of uncertainty on project cost management under contingency. By reviewing related literature, the influencing factors of construction cost management are identified. Cost data were collected for 6 projects under construction affected by COVID-19 from 2020 to 2022. On this basis, an analytical evaluation of the effective path for construction projects was performed using the fuzzy set qualitative comparative analysis (fsQCA) method to evaluate the influence of antecedent variables on explanatory variables in the combined state, which helps construction contractors to find solutions to cost management problems in unexpected situations. The result is valid non-Boolean configuration paths.
