Abstract. The in-depth development of the construction of "the two levels of the administrative law enforcement supervision and accountability system in cities and counties" is an urgent requirement to strengthen the supervision of the administrative law enforcement of the two levels of governments in city and county and promote the law-based administration of the two levels of governments in city and county, and is the necessity of promoting the law-based administration of local government and building the law-based government, which is of great practical guiding significance.
