The Causality Relationship Between Agricultural GDP and the Agricultural Investment in Turkey

Abstract

ÖzetBu çalışmada 1983-2015 yılları arasında Türkiye'de tarım sektörüne yönelik kamu ve özel sektör sabit sermaye yatırımlarının değişimi ile tarımsal gayrisafi yurtiçi hasıla değişimleri incelenmiştir. Çalışmanın amacı, incelenen dönemde hem kamu hem de özel sektör tarafından gerçekleştirilen sabit sermaye yatırımlarının tarımsal gayri safi yurtiçi hasıla (TGSYH) üzerindeki etkisinin ortaya koyulması ve ayrıca TGSYH, kamu sektörü tarımsal sabit sermaye yatırımları (TSKY) ve özel sektör tarımsal sabit sermaye yatırımları (TSOY) arasındaki etkileşimin belirlenmesidir. Bu amaçla çalışmada öncelikle Johansen Eşbütünleşme Analizi ile değişkenler arasındaki uzun dönemli ilişkinin varlığı ortaya konulmuştur. Daha sonra vektör hata düzeltme modeli ile değişkenler arasında uzun dönem dengesi ile kısa dönem dinamikleri arasındaki ayrım belirlenmiştir. Kısa dönem nedenselliği ortaya koymak amacıyla da vektör hata düzeltme nedensellik analizi yapılmıştır. Eşbütünleşme analizi sonucunda tarımsal gayrisafi yurtiçi hasıla, tarımsal kamu sektörü sabit sermaye yatırımları ve tarımsal özel sektör sabit sermaye yatırımları arasında uzun dönemli bir ilişkinin varlığı ortaya konulmuştur. Vectör hata düzeltme modeli sonucunda ise, TGSYH'nin bağımlı değişken olduğu VECM'den elde edilen hata düzeltme teriminin katsayısı -0.98 olarak bulunmuştur. Negatif olan ancak istatistiksel olarak anlamlı olmayan bu katsayı hata düzeltme mekanizmasının çalışmadığını göstermektedir. Nedensellik analizi sonuçlarına göre kısa dönemde, TKSY ve TSOY'nın TGSYH'nın nedeni olmadığı, TGSYH ve TSOY'nın TSKY'nın nedeni olmadığı sonucuna varılmıştır. TGSYH ile TSKY arasında nedensellik ilişkisine rastlanmaz iken TGSYH'nin TSOY'nin nedeni olduğu sonucuna ulaşılmıştır. In this study, the trend of public and private sector fixed capital investments and the agricultural gross domestic product for 1983-2015 were examined in Turkey. The aim of the study is to determine the impact of both public and private sector fixed capital investments on agricultural GDP during the period under review and to determine the interaction among agricultural GDP, public sector agricultural fixed investment and private sector agricultural fixed investment. For this purpose first, the existence of a long-term relationship between the variables was determined using Johansen cointegration analysis. Then, the vector error correction model (VECM) was used to determine the distinction between short-term dynamics and long-run equilibrium among the variables. The analysis of Vector Error Correction (VEC) Granger Causality was performed to detect short-term causality. The cointegration analysis revealed the existence of a long-term relationship between agricultural gross domestic product, agricultural public sector fixed capital investments and agricultural private sector fixed capital investments. The coefficient of the error correction term obtained from VECM where agricultural GDP is a dependent variable is found to be -0.98.
