According to the recent Spanish legislation, the amount of non-hazardous construction and demolition waste (C&D waste) by weight must be reduced by at least 70% by 2020. However, the current behavior of the stakeholders involved in the waste management process make this goal difficult to achieve. In order to boost changes in their strategies, we firstly describe an Environmental Management System (EMS) based on regulation measures and economic incentives which incorporate universities as a key new actor in order to create a 3Rs model (Reduce, Reuse and Recycle) in the C&D waste management with costs savings. The target areas are focused mainly on producer responsibility, promotion of low-waste building technologies and creation of green jobs to fulfill three main objectives: valorization of inert wastes, elimination of illegal landfills and stimulation of demand for recycled C&D wastes. To achieve this latter goal, we have also designed a simulation model-using the Systems Dynamic methodology-to assess the potential impact of two policies (incentives and tax penalties) in order to evaluate how the government can influence the behavior of the firms in the recycling system of C&D waste aggregates. This paper finds a broader understanding of the socioeconomic implications of waste management over time and the positive effects of these policies in the recycled aggregates market in order to achieve the goal of 30% C&D waste aggregates in 12 years or less.

In this paper, the implementation of effective waste management practices in construction projects and sites is analyzed, using data from a survey answered by 74 Spanish construction companies based in Catalonia. Most commonly implemented practices were found to be on-site cleanliness and order, correct storage of raw materials, and prioritization of the nearest authorized waste managers. The least widespread practices were the use of a mobile crusher on site, the creation of individualized drawings for each construction site, and the dissemination of the contents of the waste management plan to all workers, to help them to meet its requirements. Waste regulations for construction and demolition, and the corresponding construction waste management facilities, were designed before the recession in the Spanish construction sector. Current waste generation rates are still below predicted levels, and the infrastructure was designed for five times more waste generation. Even so, the percentage of reused and recycled waste currently amounts to 43%. Survey respondents highlighted various instruments and measures that would make the management of construction and demolition waste more sustainable. Most of the opportunities identified by construction firms are within the scope of government and related to a combined system of bonus and penalties and the establishment of environmental awareness and training programmes for all the stakeholders. Within the scope of authorized waste managers, firms suggested improvements such as the standardization of fees, a reduction of the time until the issue of waste management certificates, a higher number of inspections, and a change in the current model of a few large construction waste management facilities. This research is useful to better understand the current status of construction and demolition waste management in construction projects and sites. Thus, the results of this research will guide policy makers and relevant stakeholders such as contractors, clients, architects and engineers to achieve the EU target of recovering 70% of construction and demolition waste in 2020. RESUMO -O processo de especificação de materiais de construção exige dos profissionais um conhecimento cada vez mais amplo, e, quando correlacionada ao conceito de sustentabilidade, a sistematização de indicadores torna-se uma ferramenta de fundamental importância para a escolha responsável dos materiais construtivos. Esta pesquisa teve por objetivo sistematizar os indicadores potencialmente aplicáveis em um processo de seleção de materiais de construção com base na sustentabilidade. Para a definição dos mesmos foram adotadas como referências as principais ferramentas de avaliação de sustentabilidade, e, para o estabelecimento do alicerce conceitual, foram consideradas as fontes com reconhecida confiabilidade, oriundas principalmente de livros e artigos científicos nacionais e internacionais. A partir da sistematização, foi efetuada a correlação dos indicadores com as dimensões ambiental, econômica, social e cultural do conceito de sustentabilidade. Também foi feita uma análise complementar apontando as etapas do ciclo de vida em que os indicadores atuam para que a sustentabilidade seja favorecida. Como resultado principal, foram listados e conceituados 33 indicadores, sendo perceptível a maior relação dos indicadores com a dimensão ambiental da sustentabilidade. Também foi possível verificar que os indicadores se correlacionam de forma proporcional com as etapas do ciclo de vida, com exceção da etapa Uso/Operação, visto que nesta ocorre menos manipulação do material.Palavras-chave: indicadores de sustentabilidade, materiais de construção, seleção de materiais. ABSTRACT -The process of specifying construction materials requires from professionals an increasingly broad knowledge and, when correlated to the concept of sustainability, the systematization of indicators becomes a tool of fundamental importance for the responsible choice of building materials. This investigation aims to systematize the indicators potentially applicable in a process of selection of building materials based on sustainability. For the definition of these indicators we adopted the main tools for sustainability assessment as references. For the establishment of the conceptual foundation we considered the sources with known reliability, mainly from national and international books and scientific papers. On the basis of the systematization, we established the correlation between the indicators and the environmental, economic, social and cultural dimensions of the concept of sustainability. We also made a complementary analysis pointing out the stages of the life cycle in which the indicators help to favor sustainability. As a major result, 33 indicators were listed and appraised, where a greater relation of the indicators with the environmental dimension of sustainability can be noticed. It was also observed that the indicators are correlated in a proportional manner with the stages of the life cycle, with the exception of the Use/Operation step, in which there is less manipulation of material.
