The cost of social vulnerability: an integrative conceptual framework and model for assessing financial risks in natural disaster management

Abstract: Groups that are unable to prepare for disasters, or to recover from damage on their own, have a high dependency on government services, which inevitably leads to more government spending. Given this, governments can better project the entire cost of disasters and, in turn, effectively manage their finances, by proactively identifying high-vulnerable populations in anticipating financial costs of disasters. However, little attention has been paid to social vulnerability in assessing financial risks in the natur… Show more

“…Lee, Dodge, and Chen [95] rightly pointed out that examinations of vulnerability look at the concept in isolation, which does not allow for a comprehensive exploration of the costs of vulnerability to society; they note correctly that social vulnerability is either miscalculated or largely ignored from a financial perspective, which leads to a lack of clarity in understanding the real costs of responding to hazard events and disasters. Vulnerability is not a simple normative concept [95]; it has real-world implications that we continue to ignore at our peril. Opportunities abound for future research in this area.…”

“…At-risk populations, including older adults and those from minoritized racial/ethnic groups, bear a disproportionate burden of the adverse impacts from disasters [34]. For example, over half of individuals who died immediately after Hurricane Katrina hit the U.S. in 2005 were over 75 years old [35].…”
