Sustainability is a global issue that needs to condense the best efforts of humankind to deal with the goals that it is imposing on our planet and on our society. This study tried to develop indicators to promote sustainable development in the local level, called Local Sustainability Index (LSI) using Factor Analysis (FA) with considering local-scale spatial interdependency by employing Local Indicator of Spatial Association (LISA) statistics. LSI was developed based on 46 local sustainable development indicators which divided into 3 major dimensions: economy, social, and environment. LSI iscovering household's economic welfare, public services, local infrastructure, social welfare, local community health and education, physical condition, local environmental sustainability and disaster resilience. Based on LISA results, it was found that local sustainability performance of the small-scale spatial units (villages/desa) was strongly influenced by the sustainability conditions in its surrounding areas. The approach developed in this study was able to show the actual condition of local sustainability performance in all dimensions without making it into one composite index so that it could include the trade-off between dimensions.

This study investigated the level of perception and understanding of local government staff about environmental sustainability tools and implementations in the city of Istanbul in Turkey. It employed qualitative methods and the data was collected via interview method. The study adapted Bostancı's eco-municipality researches to investigate sustainability tools of municipalities in Turkey. According to this research, issues such as LA 21's appendage as city councils, strategies of directory of environment, sustainable urban planning, green transportation, waste management, urban transformation, renewable energy projects, social activities, green certified public buildings and energy productivity projects were evaluated by the municipal staff whether the issues were sufficient or insufficient. The qualitative findings indicated that strategy-based implementations such as sustainable planning, participator policies, and laws were more successful than project-based implementations such as renewable energy projects, green transportations etc. In addition, some evidences show that staff of local governments knew the importance of sustainability but there is some lack of practices. From the findings, this approach supports the argument that each local government should have their own Local Agenda 21 program. Also, the study offers local governments to keep guidance of International Conference on Language, Education and Innovation (ICLEI) and LA 21 program for sustainable development in the long-term. With the findings, the study can be a good sample for the municipality which has been following LA 21 program for a long time.

a b s t r a c tEnvironmental assessment plays an important role in directing urban development towards a sustainable way. Unfortunately the majority of currently available environmental assessment tools emphasize either the regional scale or single-building scale, while giving less attention to the meso-scale. This paper presents a methodology of meso-scale environmental performance assessment for urban commercial districts. It extends both the environmental performance assessment and the environmental efficiency assessment by integrating the indicators from three aspects, i.e. the environmental quality, the social and economic value, and the environmental load. Consumer satisfaction is also incorporated. The Stated Preference survey (SP survey) was introduced for the evaluation to get the preference of the consumers, and weights of the indicators were decided via discrete choice model fitting. Six typical commercial districts of Beijing were sampled to test the viability. The results of our research are proved helpful for understanding the environmental situation of urban commercial districts therefore instructive for city planning and management. The proposed method can also be applied to other meso-scale districts such as industrial districts and residential districts in city.
