The Decrease in Traumatic Brain Injury Epidemics Deriving from Road Traffic Collision Following Strengthened Legislative Measures in France

Abstract: BackgroundSince 2002, France has been strengthening legislation on road traffic. This study is intended to evaluate the changes in Traumatic Brain Injury (TBI) incidence and mortality resulting from Road Traffic Collision (RTC) in the two 6-year periods before and after 2002.MethodsWe used a Registry of all RTC casualties in the Rhône Department of France. “…Considering the rapid urbanization, improved traffic regulation, and aging population in the past decades in China, it was not surprising that our results simultaneously reflected both the characteristics of middle- and low-income countries and high-income countries. First, preventive measures improved traffic safety and reduced the incidence of traffic accidents, which especially decreased the risk for younger individuals ( 5 , 22 ). Second, the implementation of the amended Criminal Law, which imposed harsher punishments on driving under the influence (DUI), demonstrated unequivocal success, and the incidence of traffic accident-related TBI has decreased by over 50% since 2011 ( 9 ).…”

“…Nevertheless, our estimated rate of mild–probable and moderate–severe TBI in national police-reported collisions of 6% is similar to a previous study French study that estimated a rate of 6.7% for TBI following RTCs. 72 …”

“…2,9,12 Although the efficacy of these changes are yet to be evaluated in Aotearoa, other countries have shown a reduction in TBI incidence due to similar legislative changes. 45,46 The Warrant of Fitness to regularly test the safety of vehicles is another NZTA policy that has proven to be successful at reducing the road vehicle crashes which are a major cause of TBI. 43 The Sale and Supply of Alcohol Act 2012 is another example of protective legislation which introduced restrictions on the licensing, promotion and supply of alcohol to young people.…”
