The devil is in the detail: What do citizens mean when they support stealth or participatory democracy?

Abstract: Recent research on citizen process preferences has highlighted three different models of decision making: representation, participation and stealth democracy. However, the meanings of the two alternatives to the prevailing representative model have not been fully explored. What do citizens have in mind when distinguishing between participatory and stealth models of democracy? Using survey data from several Western European countries, the article explores one distinction within preferences for each of the model… Show more

“…Quantitative research has underlined the existence of competing aspirations. Support for traditional representative democracy is challenged by a growing demand for citizen participation (Norris, 1999(Norris, , 2011 and the prevalence of "stealth" democratic attitudes supporting the empowerment of experts and successful businessmen (Bengtsson and Mattila, 2009;Coffé and Michels, 2014;Fernández-Martínez and Fábregas, 2018). Qualitative approaches have adopted another perspective which focuses on the general narrative produced by ordinary citizens on their political system (Hibbing and Theiss-Morse, 2002;Clarke et al, 2018;Saunders and Klandermans, 2019).…”

“…Unfortunately, although these items are generally positively correlated, the scale reliability coefficients for this index were quite low (Cronbach's α = 0.42 in study 1 and α = 0.56 in study 2). 7 This low reliability is consistent with work showing that people can selectively embrace stealth democracy traits and that support for the expert and support for the business components of the scale do not necessarily go hand in hand (Fernández-Martínez and Fábregas 2018), which is why some work has sought to examine support for expert decisionmaking and business involvement independently. Therefore, results are also discussed in disaggregated form to facilitate interpretation.…”
