Abstract: As one of India's captive coalmines based Ultra Mega Power Projects (UMPPs), Telaiya UMPP in Jharkhand was abandoned in 2015, just five years after commencing project activities.Despite Indian government's commitment to coal-power projects as a critical means of fulfilling India's energy needs, driven by the expansion of neoliberal policies for driving infrastructure development and economic growth, UMPPs largely failed to deliver.
