The economic effect of immigration policies: analyzing and simulating the U.S. case

We differentiate among the most relevant channels of immigration to the US: family-based, employment-based and undocumented. Moreover we explicitly account for earning incentives to migrate and for the role of immigrant networks in generating immigration opportunities. Hence, we can analyze the effect of policy chang… Show more

“…As reviewed in the introduction, a significant empirical literature has examined H-1B system (see, e.g., Kerr and Lincoln, 2010;Kato and Sparber, 2013;Doran, Gelber, and Isen, 2014;Kerr, Kerr, and Lincoln, 2015;Peri, Shih, and Sparber, 2015;Amuedo-Dorantes and Furtado, 2017;Bound, Khanna, and Morales, 2017;Chassamboulli and Peri, 2018;Sparber, 2018, 2020;Glennon, 2020;Dimmock, Huang, and Weisbenner, 2021). Papers within this literature have commonly analyzed the consequences of the H-1B Visa Reform Act of 2004 or the role of H-1Bs in the post-reform regime.…”

“…This research has addressed the impact of skilled immigration programs on students (Kato and Sparber, 2013;Amuedo-Dorantes and Furtado, 2017), workers (Peri, Shih, and Sparber, 2015;Mayda, Ortega, Peri, Shih, and Sparber, 2018), firms (Doran, Gelber, and Isen, 2014;Kerr, Kerr, and Lincoln, 2015;Mayda, Ortega, Peri, Shih, and Sparber, 2020;Glennon, 2020), innovation (Kerr and Lincoln, 2010;Dimmock, Huang, and Weisbenner, 2021), and more. Papers within this literature have analyzed the consequences of legislated H-1B reforms, and some have assessed of the value of the program as a whole (e.g., Bound, Khanna, and Morales, 2017;Chassamboulli and Peri, 2018).…”

“…If firms train to save on future hiring costs, it is thus natural to expect that firms will lower their provision of training when the availability of skilled workers in the labour market is greater (Blatter et al, 2016). In turn, we expect that open borders decrease labour market tightness (see, e.g., Chassamboulli & Peri, 2020). This decrease, eases firms' search of skilled workers, which in turn lowers hiring costs, and should thus reduce the training provision of firms.…”

“…A strand of the literature investigates the role of immigration policy on the socio-economic performance of immigrants in the destination country, especially by empirically looking at a causal impact, and the US context (Kerr & Lincoln, 2010 ; Kato & Sparber, 2013 ; Pope, 2016 ; Shih, 2016 ; Mayda et al, 2018 ; Steigleder & Sparber, 2017 ; Clemens et al, 2018 ; Chassamboulli & Peri, 2020 ). However, these papers do not directly investigate the relationship between the composition of flows and the type of admission policy.…”

“…The policy is one of the determinants influencing the conditions of entry through specific immigration channels and the type of immigrants attracted to each destination. For this reason, the composition of immigrants is considered itself equilibrium outcome of these policies (Chassamboulli & Peri, 2020 ). Specifically, selective-immigration policies may act directly on selection by admitting only certain groups, but also indirectly by marking migration as costly for some immigrants than for others (Biavaschi & Elsner, 2013 ).…”
