The Effect of Employment Protection on Worker Effort: Absenteeism during and after Probation

Abstract: Employment protection systems are widely believed to generate distortions in firms' hiring and firing decisions. However, much less is known about the impact of these regulations on workers' behavior. In this paper we provide evidence on the latter question using data from a large Italian bank. Our analysis is based on weekly observations for 545 men and 313 females hired as white‐collar workers between January 1993 and February 1995. These workers begin to be protected against firing only after the 12th week … Show more

“…This could affect productivity in accordance with the standard models. “…Ichino & Riphahn (2005) develop a framework for understanding how employment protection affects worker's behavior. Employment protection is shown to limit the firm's willingness to monitor and fire workers that are lazy or shirking.…”

“…Hopenhayn and Rogerson (1993) show that, by creating a wedge between the marginal product and marginal cost of labor, dismissal cost reduces employment and lowers labor 1 Belot et al (2002) argue for a positive effect of employment protection on worker motivation whereas Ichino and Riphahn (2005) provide evidence to the contrary. The evidence regarding innovation is similarly mixed.…”

“…4 Ichino and Riphahn (2005) provide empirical field evidence about the effect of probation on worker behavior. They measure absenteeism in a large Italian bank both during and after probation, and find significantly higher absence rates once workers are fully protected.…”
