From the 97 th Congress to the 102 nd Congress, there was a steady increase in the number of bills introduced by women that contained legislation pertaining to women's issues, with the expectation the trend would continue as more women gained a voice in politics (Vega and Firestone 1995). With an increase in laws being passed pertaining to women's issues, this may affect the number of cases in the pipeline related to such laws (Vega and Firestone 1995).
