The efficiency of Norwegian road toll companies

Abstract: This paper deals with the efficiency of Norwegian toll companies. Efficiency and productivity are compared using different efficiency measurement approaches. The focus of the paper is to demonstrate differences in efficiency and productivity among Norwegian toll companies employing methodologies such as Data Envelopment Analysis (DEA) and Stochastic Frontier Analysis (SFA). DEA and SFA both represent alternative methods of estimating frontier functions and measuring efficiency of production, but whereas DEA in… Show more

“…Scotti et al 9 analysed the role of airport competition on the technical efficiency of 38 Italian airports by applying an SFA approach. For the road transport system, Welde and Odeck 10 compared the technical efficiency of road toll companies operating in Norway, using both SFA and DEA techniques. Filippini et al 11 used SFA to assess differences in levels of cost efficiency of bus lines operated under competitively tendered contracts versus performance-based negotiated contracts in Swiss public transport.…”

“…there is little literature on efficiency measurement of toll companies even though tolling is practiced widely throughout the world (Welde & Odeck, 2011). this study broadens the scope of the existing research by including analysis of both toll roads and charge-free roads.…”

“…third, a productivity increase of approximately 1 percent results largely from companies, using a newer and more effective method for collecting funds, rather than attempting to improve efficiency from one year to the next. Welde and Odeck (2011) further developed Odeck's (2008) research by using DEA and stochastic frontier analysis (SfA) to analyze the efficiency and productivity of Norwegian toll companies. this study treated operating costs and administra- tive costs as its input variables, and annual traffic as its output variable.…”

“…All emphasize the importance of distinguishing between these two types of efficiency for policy analysis. Moreover, the literature dedicated to studying the efficiency of public utilities has largely neglected the motorway industry with just a few specific exceptions, most notably Benfratello, Iozzi and Valbonessi (2009) for Italy, and Odeck (2008) and Welde and Odeck (2011) for Norway.…”
