“…On the other hand, historical records show that Turkish cooperatives display a stark contrast with their European counterparts in terms of their relations with and expectations from the state. The relationship between the Turkish state and cooperatives started with the first launch of the Ottoman Memleket Sandiks, a pseudo-cooperative form, in 1863 by an omnipotent statesman of his times, Midhat Pasha (Erçek and Soydemir, 2017).
