The emerging Internet governance mosaic: connecting the pieces

Abstract: The report highlights key Internet governance issues raised in relation to the authors' three-tier typology. The distinctive design and governance characteristics that underpin the global Internet phenomenon are then outlined, to indicate valuable governance lessons that can be built on. The crucial need for balance in inherently political multi-stakeholder processes is then addressed. This is assisted by an analytical framework for understanding the dynamics underlying such processes, which involve outcomes f… Show more

“…While there are many excellent taxonomies for understanding functions of Internet governance (see, e.g. Dutton & Peltu 2007), from the standpoint of infrastructure, these functions roughly demarcate into: protocols, CIRs and the DNS, network-layer security and management, and infrastructures of information intermediation. An enormous body of literature examines how technologies generally embody values and create legal architectures (e.g.…”

“…Studying the global politics of Internet governance has been a growing cottage industry of academic research. It has also become a commonplace to discuss how the governance of the Internet has refl ected, in various ways, the network nature of the object of governance itself (Dutton andPeltu 2007, 2009;Mueller 2002Mueller , 2007Mueller , 2010.…”

“…Strong pressures from ICT-related industry and consumer interests also shape decision-making about technical issues in bodies like the Internet Engineering Task Force (IETF), the large international community of network and ICT designers, operators, vendors and researchers responsible for the evolution of the Internet's architecture (e.g. see Dutton and Peltu 2005).…”
