The Evolution of Urban Spatial Structure in Brasília: Focusing on the Role of Urban Development Policies

Abstract: Many cities evolve over time, but some are designed from scratch. Brasília is presented as a unique case on urban planning for having been built from figuratively nothing, based on a design concept that was the brainchild of Brazilian urbanist Lucio Costa. The present study aimed to analyze the interrelation between urban planning and spatial structure change over time to understand the role of urban development policies on the spatial organization of Brasília. The study was conducted based on three interrelat… Show more

“…The city was expected to transform into a sustainable metropolis. However, in the past decades, significant urban structural changes, population growth, and various urban development policies occurred in the FDB [37]. According to the Brazil Institute of Geography and Statistics (IBGE), the population continuously increased from 139,796 people in 1960 to 3,015,268 people in 2019.…”

“…The population had a very significant (p-value < 0.001) correlation with the area of urban land, with a Pearson coefficient of 0.995. In fact, compared with other regions in Brazil, the high income per capita, quality of life, and access to public services in the FDB attracted the migrants in the past [50], and the construction of a series of peripheral urban nuclei in this region solved the housing problem [37]. Together with the results of SDG indicator 11.3.1 (Section 3.5), it was found that population growth is an important driver of urban expansion in the FDB, and the urban expansion rate is greater than the population growth rate during 1960-2015.…”

“…Expansion of the city into peripheral areas of the region due to Rapid population growth however, enhanced the unplanned and informal character of the region. More generally, top-down land governance led to socio-spatial fragmentation (Costa and Lee, 2019). From an 8R perspective, one could say that the original design was not in accordance with needs of citizens, or at least not in line with consultative processes, hence not responsive.…”

“…The Federal District of Brazil (FDB) was selected as the study area, which was created in 1960 to house the new national capital, Brasilia, with rapid urbanization and population growth in the past decades [ 25 ]. The urban agglomeration in the FDB has become the third-largest metropolis in Brazil, and has been greatly affected by dengue epidemics in past years [ 26 , 27 ].…”
