The First Argentine-Israeli Trade Accord: Political and Economic Considerations

Abstract

Having established diplomatic relations and opened the first Latin American legation in Israel, Argentina signed a generous commercial agreement with the Jewish state. This granted favourable terrns for lsraeli acquisitions of Argentine commodities. Inasmuch as Palestine was one of Argentina's foremost export markets in the Middle East since the end of World War II, the agreement formalized a situation that predated the coming into being of the Jewish state. Politically, however, this was part of Juan Perón's efforts to improve his image in the U.S., thereby creating conditions for a more productive Argentine-U.S. relationship. Like the accreditation of a Jewish politicai appointee as Argentina's ranking diplomat in Te! Aviv, the accord aimed at gaining diaspora Jewish goodwill, as well as removing the stigma of Nazism that hung o ver Perón' s head. Thus, it sought to deprive opponents of closer links with Argentina, especially among U.S. public opinion, of Jewish assets. Nevertheless, as with other accords, this one failed to afford Perón the politicai benefits he had hoped to reap from his government's association with Israel.Résumé. Ayant établi des relations diplomatiques avec Israel et ouvert la premiere représentation diplomatique latino-américaine dans ce pays, I' Argentine a pu signer une généreuse entente commerciale avec l'État hébreu. Cette entente a permis à Israel d'acquérir des produits argentins dans des termes favorables. Puisque la Palestine constituait un des plus importants marchés dans le Moyen-Orient pour les produits argentins apres la deuxieme guerre mondiale, l'entente israélo-argentine n'a fait que s'inscrire dans une continuité. Au niveau politique, cependant, cette entente s'inscrit dans le cadre d'une tentative de rapprochement avec les États-Unis de la part du prési-dent Perón. À !'instar de la nomination d'un délégué juif comme haut diplomate Argentin à Te! Aviv, l'entente vise à attirer les faveurs de la diasporajuive, tout en contribuant à racheter le stigmate nazi attaché au gouvernement de Juan Domingo Perón.
