RESUMOO objetivo deste artigo é analisar a participação social na gestão dos resíduos sólidos urbanos sob a perspectiva da gestão social e ambiental. A Política Nacional de Resíduos Sólidos apresentou grandes desafios aos municípios brasileiros, principalmente em relação à participação social no gerenciamento integrado dos resíduos. Como procedimento metodológico foi realizado um estudo descritivo qualitativo e quantitativo no município de Lavras (MG). A etapa qualitativa foi realizada por meio de questionários semiestruturados aplicados à administração pública e à Associação de Catadores de Materiais Recicláveis. A etapa quantitativa foi realizada por meio de questionários estruturados aplicados a uma amostra (nível de significância de 95% e erro amostral de 5%) da população lavrense. Os resultados mostram que o município está desenvolvendo ações para cumprir a política, porém há uma ausência da gestão social e de gestão ambiental nesse processo, principalmente com relação à baixa participação social.Palavras-chave: Participação social; Política Nacional de Resíduos Sólidos; gestão social; gestão ambiental. ABSTRACTThe purpose of this article is to analyze the social participation in the urban solid waste management from the perspective of social and environmental management. The National Solid Waste Policy has presented big challenges to municipalities, especially regarding social participation in integrated waste management. As a methodological procedure, a descriptive qualitative and quantitative study was conducted in Lavras (MG). The qualitative stage was conducted through semi-structured questionnaires applied to the public administration and to the Association of Recyclable Materials Collectors. The quantitative stage was conducted through structured questionnaires applied to a sample (significance level of 95% and sampling error of 5%) of the population from Lavras. The results show that the municipality is taking actions to meet up the policy, however there is a lack of social and environmental management in this process, especially regarding low social participation.

For resilience building, cities need to foster learning and innovation processes among all actors in order to develop transformative capacities of urban governance regimes to manage extraordinary situations as well as continuous change. A close collaboration of urban governmental actors and citizens is, therefore, of high importance. This paper explores two different discourses on urban governance: participation and self-organized collective action for the management of the commons. Both address the involvement of citizens into governance, albeit from different perspectives: on the one hand from the viewpoint of the government, selectively handing some of its power over to citizens, on the other hand from the perspective of citizens who self-organize for a collective management of urban commons. Based on experiences in the Austrian city of Korneuburg, it is argued that the collective action literature may help overcome some of the self-criticisms and shortcomings of the participation discourse. More specifically, Elinor Ostrom's design principles for the management of the commons provide valuable input to overcome restrictions in thinking about citizen participation and to effectively design institutions for long-term urban co-management.
