This study investigates innovation as a cause of highly skilled migration. Drawing on a totally new database that includes all the Greek PhD holders, combined with panel data from the Global Innovation Index covering 57 countries over the 2009–2020 period, we find that innovation constitutes a strong determinant for highly skilled migration. That is, a rise in innovative performance is positively associated with an increase in the number of highly skilled Greek migrants. We further find a two‐way causality between innovation and highly skilled migration. Namely an increase in the number of highly skilled Greek migrants positively affects innovative performance. While most of the recent studies have comprehensively addressed the positive effects of skilled migration on innovation, they have not looked at innovation as a determinant of highly skilled migration. We further discuss the potential implications of our findings on countries displaying low innovative performance coupled with brain drain.

As I have explained in more detail elsewhere (Pratsinakis, 2019b), the large number of people who present their emigration from crisis-driven Greece as a materialisation of an earlier aspiration does not only affirm the self-selectivity of migration, but also highlights a significant change that the emigration environment in Greece has undergone in the past few years. It was this change that allowed, triggered or gave an extra push to several people to leave Greece -people who wished to experience life abroad but would most probably have not done so otherwise.…”

How can we appraise and best describe the re-emergence of large-scale emigration from Greece in hindsight, more than ten years since the eruption of the Greek crisis? Drawing on qualitative and quantitative data collected in the context of the EUMIGRE project in the Netherlands and Greater London, this chapter provides an in-depth assessment of Greece’s emigration during the period of the country’s prolonged economic crisis from the perspective of the key actors, the migrants themselves. Focusing on their migration motivations, it explores how the crisis in Greece has altered everyday discourse on emigration and loosened up social constraints towards long distance mobility. It further highlights the significance of the freedom of movement within the EU in shaping the characteristics of the outflow and the experiences and aspirations of the migrants. Three different migrant profiles are singled out, the necessity driven migrants, the career-oriented migrants and the middling transnationals. Moving away from statist and economistic presentations of the phenomenon, the chapter aims to challenge several conventional assumptions underlying the way this outmigration is commonly presented in the Greek public discourse and critically assess the main labels used to describe it namely, brain drain, new migration and crisis-driven migration.
