The Historical Roots of the Empowerment Dilemma in Vocational Rehabilitation

Abstract: As a paradigm for human services, the concept of empowerment is coming of age. This article examines the history and philosophy of vocational rehabilitation (VR) in the public sector as a way of understanding VR's capacity to implement empowering services for people with disabilities.
