The Low-carbon City Pilot (LCCP) policy is a new environmental governance model to achieve carbon neutrality, promote low-carbon pilot city development, and address climate change. Taking LCCP policy as an exogenous shock, this paper examines the impact of LCCP policy on urban green technology innovation and its transmission mechanism from 2005 to 2017. Based on the Difference-in-Difference (DID) method, the following results are obtained: The LCCP policy can promote urban green technology innovation, and the results remain robust through a series of robustness tests. Mechanism analysis shows that LCCP improves the level of green technology innovation in two ways, it encourages local governments to increase R&D funds and forces pollution-intensive and energy-consuming industries to upgrade industrial structures. In addition, the conclusion also reveals that the urban location characteristics and the intensity of environmental regulation have a heterogeneous impact on green technology innovation, with the most significant effect on the western region. Therefore, policymakers must mobilize the autonomy of local governments, increase the investment of local government R&D funds, and strive to spread the pilot policy of low-carbon cities to the whole country to promote industrial transformation.

Carbon Emissions and National Sustainable Development Goals Coupling Coordination Degree Study from a Global Perspective: Characteristics, Heterogeneity, and Spatial Effects

While the environmental issues resulting from carbon emissions are widely recognized by the public, there is a lack of in-depth research on whether controlling carbon emissions will have an impact on social development at the national level. In this study, we used panel data from 166 countries worldwide from 2005 to 2020 to construct coupled coordination models, panel regression models, and spatial Durbin models to assess the impact of carbon emissions on the coupled coordinated development of sustainable development goals (SDGs) in different countries around the world. This study is the first to investigate the features, heterogeneity, and spatial effects of carbon emissions on the SDG coupling coordination degree. We found that: (1) Globally, the SDG coupling coordination degree was generally low from 2005 to 2020. Despite the slow improvement in the global SDG coupling coordination degree over the past 16 years, it has always been in a barely imbalanced transitional development state. At the same time, there was a phenomenon of “high-income > high–middle-income > low–middle-income > low-income” difference in the SDG coupling coordination development level among countries of different income types. (2) Carbon emissions have a significant promoting effect on the SDG coupling coordination degree for low-income and low–middle-income countries while having a significant inhibitory effect on the SDG coupling coordination degree for high–middle-income and high-income countries. In addition, the impact of carbon emissions on the SDG coupling coordination degree also exhibits regional heterogeneity. (3) Carbon emissions have a significant spatial spillover effect on the SDG coupling coordination degree, with a positive promoting effect on the SDG coupling coordination degree in one’s own country and a significant inhibitory effect on the SDG coupling coordination degrees of neighboring countries. Our research can help decision-makers develop targeted carbon reduction plans to avoid social development losses caused by controlling carbon emissions in a crude manner. Our research findings provide crucial evidence for the formulation of international policies aimed at reducing carbon emissions, in order to avoid the inequities that may result from the adoption of extreme carbon reduction policies.

The exceptional rise in overall economic activities has deteriorated environmental sustainability around the world. However, countries around the globe are implementing strategies for reaching the global climate objective. For this purpose, OECD countries committed many efforts, although their pledges and results are not parallel to the level of the Paris Agreement’s ambition. This study examines the impact of eco-innovation, environmental taxes, and renewable energy consumption on the environmental performance of selected OECD countries over the period of 2006 to 2020. This study uses the generalized method of moments (GMM) and instrumental variables 2 stage least square (2SLS) methods. For robustness checks, this study uses a quantile regression approach. We conclude that an increase in the adoption of renewable energy and green innovation has a statistically significant impact on controlling CO2 emissions. Moreover, the empirical model is expanded by incorporating environmental taxes as an explanatory variable. The expanded model showed that the imposition of environmental taxes has a detrimental impact on the reduction of CO2 emissions. Moreover, on the contrary, an increase in economic activities, measured by GDP, is responsible for rising CO2 emissions in OECD countries. In light of the results we obtained, policy recommendations are provided.
