This study examines the intricate interplay of political stability, natural resource rent, industrialization, globalization, economic growth, and carbon emissions in nine Arab resource-abundant countries (ANRAC) from 1996 to 2019. Applying advanced statistical approaches, such as the Method of Moment Quantiles Regression (MMQREG) as a baseline estimation approach, along with the inclusion of PCSE, FGLS, and FMOLS, to enhance, to enhance the reliability and stability of the obtained results. The study results suggest that globalization, coupled with the interplay between political stability and economic growth, fosters advancements in environmental conditions and the pursuit of sustainable practices. In contrast, political stability, abundant natural resources, sustained economic expansion, and widespread industrialization are associated with increased CO2 emissions, posing detrimental effects on the environment. Notably, there seems to be a correlation between the concurrent improvement of political stability and economic growth and a reduction in CO2 emissions.

International trade has a significant impact on global environmental quality and sustainable economic development. Global value chains (GVCs) have become a crucial component of international trade and development policy. The global production structure has become more complicated with the inclusion of domestic markets in GVC, putting significant pressure on world energy resources and environmental sustainability. Therefore, traditional trade measures no longer accurately reflect how global trade affects the energy security of developing and developed countries. Thus, this study is the first to use a panel-corrected standard error method to look at the relationship between GVC participation and energy security by using a global sample of 35 developed and 27 developing nations from 1995 to 2018. A feasible generalized least squares model was also applied to confirm the robustness of the model. Six indicators—foreign direct investment, industrialization level, capital formation, human capital index, political stability, and GVC—were used in this research to look at their impact on the four fundamental pillars of energy security (availability, applicability, sustainability, and affordability) for sustainable economic development. For developed countries, it was confirmed that there is a non-linear relationship between GVC participation and energy intensity, renewable energy consumption, and non-fossil fuel use. In the case of developing countries, the non-linear relationship in terms of all aspects of energy security was also confirmed. The findings also indicated that GVC’s involvement benefits all four dimensions of energy security in both developing and developed countries once it reaches a certain threshold. Our findings further support the impacts of long-term cointegration between GVC and energy security for sustainable economic development. Therefore, the nations must promote technology transfer and capacity building within GVCs for inclusive energy security. Similarly, they may foster sustainable practices through collaborative governance for a stable global energy network by acknowledging the positive impact of income levels on energy security.

The terminology of policy failure is potentially rejected by the government. Because the consequences of policy failure will have a negative impact on the image of the government itself. The concept of policy failure is a broad and useful concept policy analysis. Policy anomaly is a concept born of policy failure. The aim of this article, to review several research literature related to the concept and indicators of policy anomalies, to clarify the extent and through what mechanisms policy anomalies can be recognized in the public policy process. Several relevant literature related to policy anomalies have been reviewed. Based on the findings article, policy anomalies provide clues to learn from past mistakes by releasing the wrong way in managing and implementing public policies. As well, to understand more effectively the rules and procedures that hinder by focusing on analysis of policy failures. The main emphasis on management, program, and political anomalies analysis, and two dimensions of anomaly: bad formulation and bad implementation. Furthermore, anomaly analysis must address political debates on policy processes, often under-discussed. Because, can help develop an understanding of how governments fail in some ways, but not in other. So the policy solution given will be more targeted. INTISARITerminologi kegagalan kebijakan berpotensi mendapatkan penolakan oleh pemerintah. Dikarenakan konsekuensi dari kegagalan kebijakan akan membawa dampak negatif terhadap citra pemerintah itu sendiri. Padahal konsep kegagalan kebijakan merupakan konsep yang luas dan kaya manfaat dalam analisis kebijakan. Anomali kebijakan merupakan konsep yang lahir dari kegagalan kebijakan. Tujuan artikel ini, meninjau beberapa literatur penelitian terkait konsep dan indikator anomali kebijakan, untuk memperjelas terkait sejauhmana dan dalam mekanisme apa anomali kebijakan dapat dikenali pada proses kebijakan publik. Sehingga dapat memperdalam dan memperluas tinjauan literatur terkait dengan analisis anomali kebijakan. Beberapa literatur yang relevan terkait anomali kebijakan telah ditinjau. Berdasarkan temuan artikel ini, Anomali kebijakan memberi petunjuk untuk belajar dari kesalahan masa lalu dengan melepaskan cara yang salah dalam mengelola dan melaksanakan kebijakan publik. Serta, untuk memahami secara lebih efektif aturan dan prosedur yang menghambat dengan berfokus menganalisis kegagalan kebijakan. Penekanan utamanya pada analisis anomali manajemen, program, dan politik. Serta fokus pada dua dimensi anomali yakni bad formulation dan bad implementation. Selain itu, analisis anomali harus membahas perdebatan politik pada proses kebijakan yang seringkali kurang dibahas. Karena dapat membantu mengembangkan pemahaman tentang bagaimana pemerintah gagal dalam beberapa hal, tetapi tidak dalam hal lain. Sehingga solusi kebijakan yang diberikan akan lebih tepat sasaran.
