The temperature and the enthalpy of the outdoor air are the main parameters of the outdoor environment, the design values of which must be assigned with a sufficient accuracy. Therefore, normalization of the design enthalpy using maps is unacceptable. The design outdoor air parameters for the warm period of the year for air conditioning in different countries are determined from the average multiyear data. However, most countries have adopted much shorter periods of exceeding the actual values of the outdoor air temperature and enthalpy than in Russia. In addition, the coasts of the most developed countries are washed by the waters of the seas and the oceans, which stabilize the weather in these countries, as a result of which the spread of parameter values from year to year in these countries is much less than in Russia having a continental climate. It is proposed to take into account the long-term excess of the calculated parameters in individual years when choosing the design temperature and enthalpy of the outdoor air for the warm period in Russia. The estimated increase in the calculated enthalpy by 4-5 kJ / kg showed that a significant increase in the size of air conditioning units will not be required.

The article discusses the methodology for calculating the annual, seasonal and monthly consumption of heat, cold, electricity and water for air conditioning systems based on the temperatures and enthalpies of outdoor air averaged for each weather zone during the working day according to a probabilistic-statistical climate model. The article contains a brief description of the engineering methodology for quick manual calculation of resource consumption with a comparison of the results when using simplified tables of climatic information about weather zones of various external air purification in devices of the central air conditioning system. An example of calculating the annual costs for a system controlled by the "optimal modes" method according to the direct flow scheme with a bypass of the humidification chamber and the controlled process in the air cooler is studied. The advantages of the proposed engineering method lie not only in accuracy, but also in that it allows you to consider the operation of the installation during the year with greater detail for each air purifier. It is shown that the simplified procedure is suitable for use, since it gives discrepancies with machine calculation, which is no more than 10%, which is acceptable for engineering practice.

The repeatability of outdoor air temperature and enthalpy combinations in a construction area is a necessary initial information for calculating the energy consumption of air conditioning systems. The most convenient form of presenting climatic data in such calculations is the probabilistic-statistical model, which constitutes a Table, the cells of which show the probabilistic repeatability of the outdoor air temperature and relative humidity. The parameter values given on the vertical and horizontal scales, that form the cell boundaries, can be taken with larger or smaller increments. The paper that served as the basis for this article, provides verification of the initial climatic model detailing experimentally under full-scale conditions in the city of Hanoi (Vietnam). The criterion for the appropriate model detailing was the deviation of the energy consumption estimates of the room cooling system, got experimentally and by calculation. Moreover, the calculations were performed not only on two climate probabilistic and statistical models, but also on the data of direct measurements of the outdoor air temperature and relative humidity with an accuracy of 0.1 for temperature and up to 2 % for relative humidity.
