Education is one way to save oneself from poverty. There are 19.5 percent of poor people in East Java who have completed education at the senior high school level and above but are still in poor condition. This study aims to examine the effect of socio-economic and regional characteristics on the status of the poor with upper secondary education in each cultural area in the province of East Java. Using the 2021 Susenas data which was analyzed with binary logistic regression, it was found that there were differences in socio-economic characteristics in each cultural area. Disability disorders and gender affect educated poverty in the Arek area but have no effect in the Pandalungan, Mataraman, and Madura Islands areas. Formal and informal sector jobs only have an effect in the Pandalungan area and have no effect in other areas. Choosing to work in the primary sector only affects the Mataraman area. While the factors of age, access to technology and use of the internet reduce the opportunities for poverty in all cultural areas. PKH has provided benefits for recipients, but its implementation in various regions does not always run well. From the beneficiary's perspective, the problem often occurs is the misuse of the assistance provided. This article briefly describes the impact and motives for the misuse of PKH assistance by beneficiary families in Gampong Bluka Teubai, North Aceh. The research method used is qualitative with a descriptive approach. Data collection techniques used are observation, interviews, and the study of relevant documents. This study found that most KPM informants used aid funds that were not following their designation. The motive for this misuse is the weak economic condition of the KPM and the assumption that the aid funds are fully proprietary so that they can be used as needed. The misuse of these aids indirectly affects the education and health aspects of KPM so that there are still KPMs who drop out of school are malnourished and stunted. Abstrak PKH telah memberikan manfaat bagi penerima, namun pada implementasinya di berbagai daerah, program ini tidak selalu berjalan dengan baik. Dari sisi penerima manfaat, masalah yang sering terjadi adalah penyalahgunaan bantuan yang diberikan. Artikel ini secara singkat ingin mendeskripsikan tentang dampak dan motif penyalahgunaan bantuan PKH oleh keluarga penerima manfaat di Gampong Bluka Teubai Aceh Utara. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan studi dokumen yang relevan. Penelitian ini menemukan bahwa dari mayoritas informan KPM menggunakan dana bantuan masih belum sesuai dengan peruntukannya. Motif penyalahgunaan tersebut adalah lemahnya kondisi ekonomi KPM dan anggapan bahwa dana bantuan tersebut merupakan hak milik seutuhnya sehingga dapat digunakan sesuai kebutuhan. Penyalahgunaan bantun tersebut secara tidak langsung berpengaruh pada aspek pendidikan dan kesehatan KPM sehingga masih ditemui KPM yang putus sekolah, kurang gizi dan stunting.

Selection of the Use of Various Poverty Indicators in the Formulation of Development Policies in Papua Province 2002-2022

Poverty is a frequent topic of conversation. The purpose of this study is to examine the relationship between the poverty rate, the people living in poverty, the depth of the poverty index, and the severity of the poverty index in Papua Province from 2002 to 2022. Data analysis entails using descriptive analysis and correlation analysis techniques. While no clear association is found between the poverty rate indicator and the number of individuals living in poverty, a positive correlation exists between the poverty rate indicator and the poverty depth index. Additionally, there is a direct relationship between the poverty rate indicator and the poverty severity index, though with a low correlation coefficient. Conversely, no significant association is observed between the depth of the poverty index and the number of destitute individuals. Furthermore, a negative link is noted between the poverty severity index and the population of individuals living in poverty. Notably, a highly significant correlation exists between the depth and severity of the poverty index in Papua Province. The government of Papua Province should prioritize poverty reduction activities by selecting one of the four available alternatives. These tasks are required to achieve this requirement.
