A B S T R A C TTo meet global climate goals an energy transition is needed. However, energy transitions are complex and longterm processes and require a variety of public policy interventions to steer their direction and speed to achieve global climate change mitigation targets. One area where policy support is required is energy efficiency, which offers a high potential for carbon savings. It is widely acknowledged that energy efficiency improvements will need to be faster and deeper than is currently the case and this requires policy instrument mixes to support both those energy efficiency measures that are simple and cost-effective as well as more complex and costly technologies. In other words, policy mixes need to be well-targeted and comprehensive. In this paper, we address the issue of comprehensiveness in terms of technology-specificity and the level of complexity and costliness of energy efficiency measures. We use an existing dataset produced as part of a pan-European effort to understand instrument mixes in 14 EU Member States in the area of energy efficiency. Based on the empirical analysis and our segmentation of instrument types and their role in the overall mix, we illustrate the need for using a comprehensive instrument mix rather than single instruments.

There is continuous increase in quantum and variety of waste being generated by anthropogenic activities. Burgeoning amount of waste being generated has potential to harm the environment and human health. Aggravating the problem, ever-increasing energy demand is putting strain on the non-renewable sources of energy and there is huge gap between the demand and supply of energy. This has led the scientific communities to adopt innovative methods to reduce, reuse and recycle them. Therefore, there is an urgent need to minimize the quantity of waste and meet the current demand profile of energy is required; technologies to recover energy from waste can play a vital role in substantial energy recovery and reduction in waste for final disposal; in addition to meet the rising energy requirement. Generating power from waste has greatly reduced the environmental impact and dependency on fossil fuels for electricity generation. Economically also it is an optimal solution for recovery of heat and power from waste. This paper gives an overview of energy potential stored in waste, major available waste-to-energy technologies and also strategic action plan for implementation of these technologies.

Abstract:Reaching a better understanding of the policies and politics of transitions presents a main agenda item in the emerging field of sustainability transitions. One important requirement for these transitions, such as the move towards a decarbonized energy system, is the redirection and acceleration of technological change, for which policies play a key role. Several studies of policies supporting environmental technological change have argued for the need to combine different policy instruments in so-called policy mixes. However, existing policy mix studies often fall short of reflecting the complexity and dynamics of actual policy mixes and the underlying politics of (re)designing them. In this paper we take a first step towards a more comprehensive, interdisciplinary policy mix concept for environmental technological change based on a review of the bodies of literature on innovation studies, environmental economics and policy analysis. The concept introduces a clear terminology and consists of the three building blocks elements, processes and characteristics, which can be delineated by several dimensions. Throughout the paper, we illustrate the concept using the example of the policy mix for fostering the transition of the German energy system to renewable power generation technologies. We argue that the proposed concept provides an integrating analytical framework for empirical studies analyzing the impact of the policy mix on environmental technological change and sustainability transitions more broadly. Finally, we derive policy implications and suggest avenues for future research.
