The improvement of energy-consuming right trading policy on the efficiency of urban green development

Abstract: As a measure to promote the reform of China’s ecological civilization system, the energy-consuming right trading policy has great potential to reduce pollutant emissions and achieve green development in China. Based on the panel data of 254 cities in China from 2005 to 2019, this paper uses difference-in-differences (DID) model and super-efficiency slacks-based measure (Super-SBM) to investigate the impact of energy-consuming right trading policy on the efficiency of urban green development. The findings are a… Show more

“…To avoid biased estimation of the baseline results caused by the interference of other unobserved variables, we refer to Guo et al 44 to conduct an individual placebo test in this paper. Specifically, we adopt the bootstrap method to randomly select 141 cities out of the total sample as the cities with increased environmental tax to generate a virtual treatment group, and regress according to equation (1) .…”

“…On the other hand, the pilot program explicitly emphasizes increased government support for enterprise energy efficiency improvements. The compensatory effects generated by green technologies attract enterprises to adopt green technological advancements as a long-term development strategy [10]. Therefore, the energy-use rights trading pilot policy promotes the progress of clean energy technologies, energy-saving and emission reduction technologies, and other green technologies.…”

“…This has also led to some regions facing the dilemma that economic and energy efficiency are difficult to improve simultaneously. By comparison, the implementation of energy consumption control measures based on economic means [24], such as energy-consuming right trading [25], energy performance contracting [26] and energy consumption license transactions [27], can compensate for the deficiency of administrative means to achieve dual control targets efficiently [28][29][30]. This method of energy consumption control based on economic means aims to minimize the cost of energy conservation or maximize the socioeconomic benefits of energy consumption to achieve the energy consumption control target.…”
