Conventional anti-corruption approaches focus on detecting and punishing the misuse of public office. Recognizing that these approaches are often ineffective in settings where social norms do not support reporting on and punishing corruption, we implemented a field experiment in Uganda that offered elected, local leaders the chance to earn positive, public recognition for overseeing development projects according to legal guidelines. We then conducted a second field experiment that informed other leaders and members of the public about the award winners. Offering leaders the chance to earn recognition did not improve the management of public projects or change leaders' norms about corruption. Informing other leaders and residents about the award winners also did not change behaviors or attitudes related to corruption. A paired ethnographic study shows that the possibility for recognition generated excitement, but was not able to overcome constraints on local leaders' ability to manage public projects. Our study provides some of the first experimental evidence about using non-financial incentives to improve the performance of public officials. The results imply that non-financial incentives are at best complementary to systemic changes in public financial management, particularly in settings with pervasive corruption and governance challenges.

This paper examines the efficiency of service delivery across 213 local and metropolitan municipalities in South Africa, focusing on four critical areas: electricity, water, sewerage and waste removal. Utilising a order‐ partial frontier efficiency analysis (PFEA), the study calculates output‐oriented efficiency scores for each municipality, incorporating adjustments for service quality based on an ‘infrastructure quality‐index’. Our empirical findings indicate marked variations in efficiency, with electricity services exhibiting the highest efficiency rate at 35%, while waste removal lags behind at 22%. Additionally, municipalities centred around small urban towns are found to be more efficient, challenging the widely held view that larger municipalities are better equipped for efficient service delivery. The analysis offers empirical insights into local government performance in South Africa, underscoring the need for targeted policy interventions to address efficiency gaps. These results not only inform fiscal and administrative decentralisation strategies but also set the groundwork for future research exploring the underlying factors affecting municipal efficiency.

El presente informe de investigación tuvo como objetivo principal diseñar una propuesta de gestión estratégica para contribuir en el cumplimiento de metas sanitarias en la Municipalidad Provincial de El Dorado 2019–2022. La estructura metodológica se caracteriza, por un tipo de investigación básica, no experimental, descriptivo propositivo, la muestra estuvo comprendida por 97 colaboradores y 50 usuarios cuyas percepciones fueron registradas a través de la técnica de encuesta y el cuestionario como instrumento. Los resultados principales revelaron que el nivel de cumplimiento de metas en el ámbito sanitario es moderado, con un 76% desde la perspectiva de los funcionarios y un 60% desde la perspectiva de los usuarios. De manera similar, la eficacia de la gestión estratégica obtuvo porcentajes del 73% y 58% respectivamente. Por lo tanto, se concluyó que la implementación de un modelo de gestión estratégica tendrá un impacto significativo en el logro de metas sanitarias en la Municipalidad Provincial de El Dorado. Además, este modelo fortalecerá los procesos de diagnóstico de necesidades, control y evaluación de estrategias, lo que conducirá a un desarrollo adecuado del planeamiento estratégico en beneficio de la comunidad. Todo esto se traducirá en un desarrollo sostenible deseado y favorable para el bienestar general.
