The informal sector and social protection

Abstract: There is growing interest to extend social protection coverage to people working in the informal economy. This interest has risen through the realization that the right to social protection is not yet a reality for 71 per cent of the world's population (International Labour Organization 2017). In the Asia and Pacific region, for example, only 38.9 per cent of the population are effectively covered by at least one social protection cash benefit compared to 67.6 per cent in the Americas; while Africa has only 17… Show more

“…1, Stage 1 demonstrates that rural households are assumed to decide which outcomes to consider equivalent, set a reference point, and then regard lesser outcomes as losses and greater ones as gains. This phase aims to edit framing effects (Miti et al, 2021) and resolve isolation effects stemming from individuals' propensity to isolate consecutive probabilities instead of treating them together. The editing process can be viewed as composed of coding, combination, segregation, cancellation, simplification, and detection of dominance, as used by Heutel, (2019) in similar research on energy efficiency and environmental protection.…”

“…Moreover, these conclusions do not imply that formalization policies cannot have positive outcomes. Indeed, there is some evidence that formalization policies that are more centrally focused on providing benefits directly to individuals and businesses can have greater success, in part because they do not assume an evolutionary logic and they recognize the political and structural constraints to accessing benefits in practices (Lim, 2015;Miti et al, 2021;WIEGO, 2019).…”

“…Social protection has consequently become a crucial component of social policy to address poverty and ensure the well-being of vulnerable workers in later life (Gerard et al, 2020). Yet in Africa, the coverage of pension systems is more structured for those working in the public sector, where age is the main determining factor for retirement (Getu & Devereux, 2013;Miti et al, 2021). Though considerable disparities within the region persist, only 11.6% of older persons contribute to pension schemes, implying a substantial gap in coverage among this cohort (Guven, 2019).…”
