It is believed that the concept known as theocracy was first coined by the Jewish historian Flavius Josephus in the first century to describe the characteristic government of the Jewish people (Belfer, ) in an attempt to contrast theocracy with other forms of government such as monarchy, aristocracy, and anarchy, which were widely recognized by the Greeks. Josephus understood theocracy as a fourth form of government in which only “god,” usually with the help of divinely guided officials, is recognized as the supreme civil ruler (Zakai, ).…”
