Object: The intention of carrying out this study is to learn how the Kazakhstan system of administration takes control of its development process.Methods: In the course of writing the article, various methods were used, which include interviews with experts, politicians and government officials; general scientific research methods; as well as a comparative method that allowed us to see the features of the development of urbanization in Kazakhstan.Findings: Several findings were observed from the study that was conducted. First, Kazakhstan emphasized development in terms of urbanization and the growth of the major cities. While at the jubilee meeting of the international scholarship “Bolashak” in Astana, a city in Kazakhstan, the first President of Kazakhstan, Nursultan Nazarbayev, highlighted the importance of the towns that were densely populated with more than a million people residing in them (Nukusheva et al., 2023). The study also found that about 58.9% of the people who resided in cities and towns in Kazakhstan were tremendously significant compared to the country's population in 2010 (54.5%). Further research showed that the country had become more revolutionized and urbanized in the past decade. Comparing the difference between the last ten years and now, the number of city occupants has outshined the rural set-up by more than 8%.Conclusions: This research shows how much hard work costs for the Kazakhstan government to move its peopleto the cities to get revolutionized. It is recommended that studies to be conducted to fully understand why the disparityin population growth exists between rural and urban areas.

Poverty and Economic Growth in Russian Agglomerations: Trends and Dependencies

Strategic documents define a list of Russian agglomerations that are expected to significantly contribute to the national economy. However, the question whether there is potential to achieve the set goals remains unresolved. Population dynamics as a key aspect of economic sustainability of agglomerations and regions can lead to a transformation of economic potential. The study aims to clarify and quantify the relationship between the parameters of poverty and economic growth considering the population dynamics of agglomerations and regions. Official statistics, as well as the SPARK-Interfax database of companies’ performance indicators were analysed. The article uses statistical and econometric methods. The 2008-2022 data on population dynamics in agglomerations and regions of their location were used to establish a typology of Russian agglomerations. At the next stage, a regression model of the relationship between the proportion of people living in poverty and gross metropolitan product per capita was built based on the 2008-2020 data. As a result, the Kuznets hypothesis was rejected. The following relationship is observed in all agglomerations: after the turning point, economic growth is accompanied by an increase in poverty. The transition poverty level is 6.6 % for Saint Petersburg, 12.9 % for Novosibirsk and 13.8 % for Vladivostok. Analysis of the hypothesis of List and Gallet for agglomerations characterised by positive population dynamics (Saint Petersburg and Novosibirsk) proved that poverty declines accompanied by further economic growth after the poverty rate of 9.1 % and 14.8 %, respectively. The findings can be used to formulate management responses to the challenges associated with negative socio-economic trends. Future studies can expand the list of examined agglomerations and consider their industry profiles for a more detailed assessment of the impact of transformational changes.

This study examines the relationship between regional accessibility and economic potential in Kazakhstan based on empirical data processing. The study shows that transport infrastructure, measured by the length of roads and railways, is one of the decisive factors affecting regional accessibility. The structure of the study consists of four essential stages: data collection; identification of leading directions; correlation and regression analysis; substantiation of conclusions, and recommendations. The variables used in the comparative analysis are the operational length of railway lines, the length of public roads and the gross regional product. The correlation and regression analysis results revealed significant links between the length of railways and highways and the gross regional product (GRP) of the selected regions. The obtained models for South Kazakhstan, North Kazakhstan and Karaganda regions showed high positive relationships based on high values of R-squares. The study results showed that the variables included in these models strongly correlate with the overall regional changes in output and better explain their positive relationships. The study emphasizes the importance of taking into account regional differences in infrastructure development and economic indicators. As a result of the results obtained, conclusions should be drawn, and recommendations should be made policy makers can use that to promote balanced and inclusive regional development by reducing inequality.
