The Nature and Structure of the Information Systems Profession in Thailand

A theoretical framework with seven domains of expertise including 131 items associated with technologies and ICT professional knowledge and skills is used to examine the development of ICT in the nation of Myanmar. Data collected from 63 organizations spanning government, education, and private enterprise are analyzed to determine the importance of these items at present and within the next 5 years. The findings are compared with predictions made for technologically developed nations, findings from a previous study in Myanmar, and studies in other developing nations (Thailand and Vietnam). Overall, Myanmar is shown to be at an early stage of development with emphases mainly on the use of ICT for day-to-day operational activities.The findings contribute to filling the void of information available about ICT development in Myanmar and are highly relevant to interested organizations in the public and private sectors that are internal or external to Myanmar. Myanmar is a lower-middle income nation with a gross domestic product (GDP) of USD 63.225 billion. It is one of the fastest growing economies in the East Asia and Pacific region. The GDP growth rate for 2016-2017 was 6.4% with growth driven mainly by services, industry, and agriculture. However, there is still a challenge in accessing basic infrastructure and services in both rural and urban areas with the national electricity grid available to only one-third of the population. With the liberalization of the telecommunications sector, mobile and Internet penetration has significantly increased by 40% and 15% in the last 2 years (The World Bank, 2018). Although Myanmar has been using ICT since 1981, it is recognized across the globe as the last ICT greenfield nation.Consequently, the progress made in ICT development is in an unplanned manner, and the full potential of ICT in Myanmar is yet to be realized (USAID, 2016). According to Asian Development Bank (2015), the development of ICT in every nation, especially the ASEAN member nations, is vital in facilitating integration to become a single community. According to ITU (2017), Myanmar is in 26th position on the ICT Development Index among 34 Asia and Pacific region nations and 135th among 176 nations in the Network Readiness Index 2017, which measures the capacity of countries to leverage ICT for increased competitiveness and well-being. A 5-year national ICT Master Plan was first developed in 2000 to accelerate the establishment of infrastructure and development of ICT implementation plans. An investigation of ICT knowledge and skills in Vietnam

This study examines the present and future demands for knowledge and skills among IT professionals in organizations in Vietnam. A theoretical framework with 3 components is used: 6 domains of IT professional expertise; items representing knowledge and skills associated with the domains; and sourcing strategies that organizations may implement in order to procure basic IT knowledge and skills. The findings provide insights that are not found in existing studies of ICT in Vietnam which instead are focused on specific ICT issues and ICT development at a national level rather than at the level of organizations. In particular, findings are compared with predictions presented in the only 2 similar recent studies conducted in 2011.

The progress of Thailand's development needs to be monitored especially in the environment of the ASEAN Economic Community which started formally at the end of the year 2015. Furthermore, Thailand has also established the Thailand 4.0 strategy in alignment with the Thailand 12th Social and Economic Development Plan (2017–2021) and the ASEAN ICT Master Plan in order to drive the Thailand economy into a high‐income country and to be an ASEAN regional center. Because of the efficiency and effectiveness of ICT that can stimulate and support in most work areas, ICT aims to be the foundation of the country's development in other aspects. Thus, Thailand's Ministry of ICT has launched various ICT policies and programs for ICT administrators of different economic sectors because ICT has been considered as an engine of country development, and this causes Thailand to rely more on the adoption of ICT in various sectors. This study focuses on the progression of ICT development and investments, country infrastructures, the quality of the higher education system, business sophistication, and innovation, which are considered as the principal components of Thailand 4.0 strategy. The findings may assist the responsible authorities in both public and private organizations in monitoring, understanding, and expediting strategies and operations in order to achieve the objectives of Thailand 4.0 and to obtain competitive advantages across the ASEAN Economic Community. Furthermore, the findings also help to detect improvement of the Thailand's performance with respect to the 5 components development relative to the other ASEAN economies.
