This article deconstructs the newspaper representations of three debates held in 2007 during the Jamaican General Election campaign. The theory of social representation is used in this article to explain political behaviour and outcomes. Representations are the images, words, symbols or phrases that are generated from people's dialogic interaction that signify meanings. Content analysis of relevant articles covering the electoral campaign in the main print media in Jamaica forms the empirical basis for study. The majority of representations of the three main debates were negative, revealing that political manifestos were largely ignored and policy funding was not addressed. Significant issues such as crime, education, health, garrison politics, corruption and unemployment were inadequately addressed, and the wider global context of these matters was ignored. The consensus was that the Jamaica Labour Party (JLP) won two of the three debates, notably the leadership debate in which the Leader of the Opposition, Bruce Golding MP, performed more effectively than the then current Prime Minister, Portia Simpson‐Miller of the People's National Party (PNP). Social representation theory is used to assess the types of political meanings generated by media coverage during the General Election. It is suggested that the perceived success of the JLP candidates in the main debates was an important contribution to the party's overall electoral victory.

Developers in the public interest? The role of urban development corporations in the Anglophone Caribbean

Urban centres in the Caribbean face a wide variety of infrastructural and planning challenges. One of the key strategies that has been adopted by national governments to address these challenges is the formation of urban development corporations. These are governmental agencies with powers to facilitate urban regeneration in specific areas. This paper examines the history, role and function of urban development corporations in Jamaica, Antigua and Barbuda, and Trinidad and Tobago. The Urban Development Corporation (UDC) was formed in Jamaica in 1968, the St John's Development Company (SJDC) in Antigua and Barbuda was created in 1986, and the Urban Development Corporation of Trinidad and Tobago (UDeCOTT) was established in 1994. These bodies share the characteristic of having far‐reaching planning and development powers within specific areas. For example, the SJDC is able ‘to acquire, manage, or dispose of lands and to lay out, construct, and maintain roads, buildings, public parks, piers, car parks, and other public amenities’ within specified designated areas, whilst Jamaica's UDC is empowered ‘to carry out and/or secure the laying out and development of “designated areas”. These three urban development corporations can be seen to act as developers in the public interest, as agents of modernisation, and as responses to neoliberalisation. However, whilst they have succeeded in effecting large‐scale transformations to the urban landscape, this has often been achieved through a top‐down development process with exemption from planning regulations and little accountability to the residents of the cities.

Poverty and Welfare of the Poor in a High‐income Country: Evidence From Trinidad and Tobago

Trinidad and Tobago has a non-negligible proportion of its population in poverty. After constructing a household consumption aggregate adjusted for price and household composition differentials, we measured the rate of poverty and examined the determinants of poverty and household welfare on the basis of the Survey of Living Conditions 2005 data set. Relevant econometric techniques were adopted to identify the probability of being poor for all households and household welfare for a sample of only poor households. Our findings indicate that the poverty rate is higher than the existing estimates and socioeconomic and demographic characteristics play significant roles in poverty and household welfare.
