NPRDC was created with a mission to serve as the principal Navy organization for managing, coordinating, and conducting research to address national security concerns in the areas of manpower, personnel, training, and human factors engineering. The new organization was established to elevate the status of personnel research from that of two separate laboratories to a center of excellence supporting the Navy and Marine Corps. The manpower authorization was 262 civilians, 7 officers, and 19 enlisted personnel.
