The neoliberalization of water in Lima, Peru

Abstract: Neoliberalization of the water sector in Lima, Peru, is analyzed using an innovative conceptual framework with three interrelated dimensions: techno-environmental improvements, the monetization of water services and the search for political legitimacy. Application of this conceptual framework to the recent reforms of the public water services of Lima, a city historically fraught with social inequalities and water management problems, shows that there have been two distinctive phases: firstly, emphasis on techn… Show more

“…Case studies have been conducted from a political ecology perspective for example in Lima (Ioris 2012) or Mumbai (Anand 2011). Ioris (2012) claims that water scarcity is artificially created and preserved by political elites using neoliberal water governance reforms, with the intention to perpetuate social inequality. “…In Lima, Peru, for instance, citizens resisted attempts by the water utility to closely monitor household water usage by stealing and vandalising water meters with much greater frequency. For example, whereas 32 256 meters were stolen or vandalised in 2000, this number increased to 85 176 by 2007 (see Ioris 2012 ;Herrera and Post 2014 ). In a number of South African cities, activists protested the installation of water meters, leading to arrests and criminal charges (see Conca 2006 ;Harvey 2005 ).…”

“…Neoliberal market-oriented reform has been initiated by Fujimori's government and continued since then (Ioris, 2012). The water and sanitation sector in Lima has moved from phases of emergency investments and reorganisation for privatisation (1990e1996), to rehabilitation, additional sourcing and leakage reduction (1996e2000), uncertainty and policy reorientation (2000e2006), and distribution improvement (2007e2009) (Ioris, 2013).…”

“…Technocratic large-scale supply-oriented projects are implemented that do not adapt to the specific characteristics of unplanned settlements (Ioris, 2012). Likewise, social intervention is reduced to information sharing and relying on community leaders as facilitators between engineers and the population.…”
