Finally, the fourth category consists of papers that utilised qualitative or mixed‐methods research techniques to explore the views of programme stakeholders (Hallman et al, 2003; Hima et al, 2016; Kessler et al, 2017; Mandal et al, 2014; Moumin, 2016; Naved, 2000; Omobowale & Akinola, 2017; UNIDO, 2019).
