The Deli Serdang Regency produces amongst the highest amounts of rice in the province of North Sumatera in Indonesia. Due to land use change and stagnant productivity, the total rice land area and its production have gradually decreased over the years. Hence, understanding this issue is crucial, especially to ensure the sustainability of rice production in the future. The objectives of this study were to identify the trends in land use change (especially regarding rice land) and to investigate the factors affecting rice land change. We classified the satellite images acquired for the years 1989, 1994, 2003, 2009, and 2018 to determine the total area of various land uses. The factors driving rice land change were analyzed using biophysical and socio-economic factors identified from the collected primary and secondary data. The primary data were derived from field surveys, soil analysis, and household surveys, and the secondary data were derived from the Statistical Institution of the Deli Serdang Regency. Correlation analysis, principle component analysis, binary logistic regression, normalization, and weighted index were used to investigate the factors driving rice land change. The results show that forest and rice land have continuously decreased, while plantations and urban areas have continuously increased over this period. We found that the majority of rice land has been converted to plantation expansion and urban development, especially from 2009 to 2018. The factors most affecting rice land change were the distance of rice land to the district capital, the distance of rice land to the provincial capital, population density, slope, and the distance of farmers’ rice land to a road. A suitability map for rice land was generated. All the outputs could help with making appropriate strategic decisions to achieve sustainable land use management, especially for rice land.

Rice is the staple food and its cultivation requires a specific land condition. The population growth, urbanization, and plantation expansion together with socio-economic development are the driving factors of the riceland decline in Deli Serdang Regency of North Sumatera, Indonesia. As a consequence, likely availability and sustainability of rice production are threatened. Hence, it is important to understand how the future landuse and population change will affect the riceland area and production. In the lack of spatially simulated information for the future which could be useful in planning the riceland areas, the study objectives were to project the landuse change by 2040 under three scenarios, Business as Usual (BAU), Potential Riceland Protection (PRP) and Conservation Oriented (CO), and to investigate the impact of consumption demand on the sustainability of rice production. Landsat satellite data of 2009 and 2018, several spatial GIS data, and survey data were analyzed in ArcGIS, Dyna-CLUE, and SPSS software to generate the landuse classification and to simulate the future landuses; while the population projection by 2040 was derived from a Geometric Model. The results showed that forest and riceland areas will decrease with the continuous increase of plantation and urban areas under BAU scenario, but could be protected and increased under PRP scenario. The sustainability of rice production depends not only on the total riceland area, but also the productivity, the population growth, the consumption rate, and the policy. The simulated results of three scenarios serve as an important input to planning for protecting the riceland areas and thus sustained rice production in Deli Serdang Regency.

Environmental degradation, biodiversity loss, climate change, and other environmental catastrophe are negative impacts caused by irresponsible land use change. It is vital to investigate the driver of the land use change to avoid undesirable environmental catastrophes. On the other hand, determinants of the occurrence of the land use change are very complex to be identified. In the last few years, floods hit many parts of the world, one of them was a massive flood in South Kalimantan in the last few years. There is a presumption that this disaster is caused by land use changes inside the watershed. This paper aims to identify the determinants of the land use change in Banjarbaru City and Banjar Regency inside Martapura and Maluka Watershed. This study found out that having a secure land tenure per se does not incentivize landowners to prevent land use change. However, having a secure land tenure is a crucial factor in affecting land use change if the land they own is in large size. Having secure land tenure with large land size affects the occurrence of land use changes significantly by conducting agricultural and plantation extensification. This situation depicts that agricultural and plantation extensification exists in the rural area of South Kalimantan, which is triggered by economic profit orientation. Thus, the accumulation of secure land tenure and large land size need to be considered as land use change determinants for current and future’s land use policy in the context of Indonesia.
