The Politics of Higher Education: Toward an Expanded Research Agenda

Abstract: The politics of higher education as a field of study suffers from acute underdevelopment. The challenge confronting politics of higher education researchers is one of stimulating a systematic and sustained scholarship that is topically, theoretically, and methodologically multidimensional. The purpose of this article is to suggest prospective research directions that correspond with each of three broad recommendations for organizing future research in this important area of inquiry: the need for a wider range … Show more

“…Mills (1998) argues that "a complete view of policy incorporates the institutional processes engaged as policy is joined with institutional values and culture" (p. 675). Although there is a long history of studying the role of policy implementation within the political science and public administration community (Matland, 1995;Schofield, 2001), there is a dearth of literature that examines the role of implementation in postsecondary policy (McLendon, 2003b). This article focuses on the implementation of the campus based tuition increase policy in North Carolina in order to understand how policy implementation is influenced by values and culture.…”

“…Researchers such as Ferris (1991), Lehtmaki (1993), Whynes (1993), Holtta (1995), Williams (1995;), Massy (1996), and Geuna (1999 acknowledged the existence of the principal-agent setting, however, a well-established in-depth study about the intended relationship as an agency relationship has not been done yet. Furthermore, researchers such as McLendon (2003), Liefner (2003), Gornitzka et al (2004), Lane (2005) and Kivisto (2007) has applied agency theory in the context of higher education and university-government relations. All those researches have recognized and utilize of what so-called agency theory as an analytical framework or an approach that can be characterized as a lens to photograph what is visible and able to answer a question (Creswell, 2003:119).…”

“…His argument is that while there have been some individual studies focusing on national governments' role in HE policy dating back to the 1970s (e.g., Bailey, 1975;Gladieux & Wolanin, 1976;King, 1975), not enough systematic attention has been given to this field of study. Lane (2007) agrees with McLendon (2003a) and claims that HE policy-making lacked attention from the scholarly community. Compared with schooling policy-making, the study of HE policy-making is relatively underdeveloped (McLendon, 2003a).…”

Compared with schooling policy-making, the study of HE policy-making is relatively underdeveloped (McLendon, 2003a). In short, it has been argued that HE policy-making suffered in the past from a dearth of systemic studies, but this has changed during the last few years and there has been "a welcome re-emergence" of studies in the field (Dar, 2012, p. 787).…”
