The Power Shift from Government to Organized Crime in Kyrgyzstan

Abstract: Organized crime (OC) groups in Kyrgyzstan have reached a level where they are competing with governmental authorities and institutions. Leaders of OC groups can assign members of their groups into law enforcement positions and parliament.
