The public servant as analyst, adviser, and advocate

Abstract: Much of the work of public officials-elected or appointed-involves choices amongst values; indeed, it is this characteristic of their role in a liberal democracy that often makes their decisions contestable, debateable and requiring public justification. Therefore, nothing is more dangerous to the well-being of the body politic than a public official who is technically competent or strategically astute but ethically illiterate or unfit. (Preston 1994, p. 1).
