“…We controlled for this using a measure of regional institutional quality; namely, the European quality of government index (from Charron et al, ). Secondly, we controlled for the amount of per capita structural funds that was allocatd to regions for the 2007–13 budget period (logged) from Charron et al, (), as evidence suggests that greater transfers are associated with higher levels of support for EU integration (Chalmers and Dellmuth, ). This accounts for within‐country variation in economic development – the poorest 25 per cent of regions receive by far the largest proportion of CP transfers, while the wealthiest percentage receive quite little comparatively, and any possible good will created by EU investments that might explain higher support in CP in recipient regions.…”

“…The EU has supported institutional capacity building via a dedicated budget in the structural funds and via ex-ante conditions to access funds. Nonetheless, there are still significant disparities in the quality of institutions across Europe ( Figure 6, Charron et al 2016). Efforts to support institutional upgrading could be stepped up by increasing investment in capacity-building, such as training of public officials involved in the management of structural funds or building platforms for exchange of best practices.…”
