The Quality of Government vs. Access to Public Goods in the Polish Regions

Abstract

Streszczenie: Władze regionalne realizując przypisane im ustawowo zadania decydują o dostarczaniu dóbr publicznych, które w dużej mierze wpływają na jakość życia mieszkańców. Bezstronność, skuteczność i nieskorumpowanie w trakcie dostarczania dóbr publicznych określają ich dostępność dla obywateli, a jednocześnie świadczą o jakości rządu regionalnego w procesie realizacji swojej polityki. Są też ważnym polem oceny dokonań władz regionalnych. Głównym celem artykułu jest dokonanie takiej oceny oraz ukazanie zróżnicowania przestrzennego jakości rządu w polskich regionach (NUTS2).Słowa kluczowe: jakość rządu, dobra publiczne, polskie województwa. Summary: Regional public authorities, while carrying out the tasks assigned to them by statute, decide on the provision of public goods, which largely affect the quality of life of residents. Impartiality, efficiency and incorruptibility determine accessibility of public goods. In addition, they testify to the quality of the regional government in the implementation of its policies. They are also an important field of evaluation of performance of regional authorities. The main purpose of this article is to make such an evaluation and to show the spatial differentiation of the quality of government in the Polish regions (NUTS 2).

Local Economic Development in the Context of the Institutional Efficiency of Local Governments
