During the development of information systems, users and information professionals have lots of interactions such as interviews for information requirements, and discussions on specifications.Effective communications between these two types of people dictate the success of the system development. A more sophisticated factor that affects the success of the system development would be whether there is a perception gap between them.In a development team, users and information professionals may have different perceptions on the role and required skill sets of system analysts. This difference leads to different behavior. Likewise, when there is consistent perception of the users' involvement one can expect the reduction of the resistance to the system development. This research is to report the case of Taiwan Power Company on the perception difference between IT professionals and information systems users. By using multivariate analysis, this study found that there are significant differences regarding "the required skill sets of system analysts," and "the expected role playing of system analysts." However, there is no significant difference regarding the "non-material motivation of system analysts."
IntroductionDeveloping a successful management information system requires organizational commitment on resources and cross functional co-operations. During the development process some critical factors do affect the possibility of its success (Lucas, 1978). System users and information technology (IT) professionals are critical. High and positive involvement of these two types of people may eliminate the risk of failure. High involvement, however, depends on effective communications and coordination between the two. Users and IT professional have lots of interactions including the interviews of information requirement and confirmation of specifications on various applications. In fact, many system development teams do include key users. Bostrom (1977) pointed out that low participation of users during the system development often leads to the resistance behavior when the information system is put on line. On the surface, effective communications dictates the success of the system development. A more sophisticated reason behind the scene would be the gap between these two groups of people. During the system development the system analysts in the project team are of primary important role since they are the key liaisons between the IT professionals and general system users. Their role dictates the success of the project. If there is a big perception gap between IT professionals and users toward the system analysts sure will lead to different behaviors between these two groups of people.
