A Forest Accountancy Data Network represents an intermediate approach of empirical economic research between surveys based on questionnaires on the one hand and case studies on the other, with time as a third dimension. Over the past decades, the few institutions operating such networks have accumulated a bulk of experience with this methodology and the possibilities for its adaptation to upcoming requirements. By summarizing and evaluating the potential of this methodology, we provide an up-to-date reference for designing empirical studies in forest economics at the enterprise level. Aspects of sustainability as well as the economics of multiple use forestry are specifically addressed. Forestry-specific extensions to existing agricultural networks could be a cost saving approach for investigating such crucial questions like the role of forestry for regional development and for the livelihood of farms. The study is based on an extended literature research which has been complemented by expert interviews.

Forestry land of private ownership is mainly classified as business assets for income tax purposes. Accordingly, forest ownership is sufficient for the assumption of a business activity, regardless of management measures. However, in private forests in particular, owners are already aiming for sustainable and successful management of their own land. In addition to the proper forest management required by forest law, successful management requires constant consideration, evaluation and comparison. In the target group of non-state forest enterprises with less than 500 ha, however, these characteristics are countered by climatic challenges, complex organisational structures and upheavals caused by cartel law. In particular, the shifts in forestry support resulting from the latter require a qualified presentation of forestry data along basic economical management aspects of inventory, planning and control.But here the target group lacks affordable and modern solutions. In order to approach this gap conceptually, a broad pluralism of methods is used. First, the institutional framework conditions are identified with the help of a literature review. This forms the basis for an exemplary investigation of existing solutions for land management in European agriculture and forestry. During this, the British "myForest -woodland manager" offers an inexpensive and simply structured web portal solution that can serve as a blueprint for a German solution. LogBuch", on the other hand, is a novel solution for geometry recording and attribution based on language and GNSSsupported data input and management options. This approach is followed by the document analysis regarding the classification of forest geometries. At the same time, this methodology serves to determine parameters for the corresponding attribution of these areas. A heterogeneous picture emerges both in terms of land division and forest classification as well as quantitative stand description. According to this, there are noticeable differences within Germany, especially regarding the forest division structure, but also in terms of the inventory, planning and documentation parameters. Based on the findings of the exemplary study of land management instruments and the document analysis, the status quo and future perspectives of land management on the part of the target group are elicited with the help of guideline-supported expert interviews. Among other things, this shows a high willingness to document the execution of measures, if this is supported adequately along a few, but relevant characteristics and technically. In addition, there is a desire for digital and mobile solutions that also enable contact with third parties such as the forestry association (FBG) without media discontinuity. On the part of the FBG, there is a need for the allocation of cadastral and natural data.

Examining Excess Mortality Associated With the COVID-19 Pandemic for Renters Threatened With Eviction

ImportanceResidential evictions may have increased excess mortality associated with the COVID-19 pandemic.ObjectiveTo estimate excess mortality associated with the COVID-19 pandemic for renters who received eviction filings (threatened renters).Design, Setting, and ParticipantsThis retrospective cohort study used an excess mortality framework. Mortality based on linked eviction and death records from 2020 through 2021 was compared with projected mortality estimated from similar records from 2010 through 2016. Data from court records between January 1, 2020, and August 31, 2021, were collected via the Eviction Lab’s Eviction Tracking System. Similar data from court records between January 1, 2010, and December 31, 2016, also collected by the Eviction Lab, were used to estimate projected mortality during the pandemic. We also constructed 2 comparison groups: all individuals living in the study area and a subsample of those individuals living in high-poverty, high-filing tracts.ExposuresEviction filing.Main Outcomes and MeasuresAll-cause mortality in a given month. The difference between observed mortality and projected mortality was used as a measure of excess mortality associated with the pandemic.ResultsThe cohort of threatened renters during the pandemic period consisted of 282 000 individuals (median age, 36 years [IQR, 28-47]). Eviction filings were 44.7% lower than expected during the study period. The composition of threatened renters by race, ethnicity, sex, and socioeconomic characteristics during the pandemic was comparable with the prepandemic composition. Expected cumulative age-standardized mortality among threatened renters during this 20-month period of the pandemic was 116.5 (95% CI, 104.0-130.3) per 100 000 person-months, and observed mortality was 238.6 (95% CI, 230.8-246.3) per 100 000 person-months or 106% higher than expected. In contrast, expected mortality for the population living in similar neighborhoods was 114.6 (95% CI, 112.1-116.8) per 100 000 person-months, and observed mortality was 142.8 (95% CI, 140.2-145.3) per 100 000 person-months or 25% higher than expected. In the general population across the study area, expected mortality was 83.5 (95% CI, 83.3-83.8) per 100 000 person-months, and observed mortality was 91.6 (95% CI, 91.4-91.8) per 100 000 person-months or 9% higher than expected. The pandemic produced positive excess mortality ratios across all age groups among threatened renters.Conclusions and RelevanceRenters who received eviction filings experienced substantial excess mortality associated with the COVID-19 pandemic.
