Introduction. Multinational Russia at various stages of its existence faces the playing out of the national question by opposing geopolitical centers. The discourse of “decolonization” and “deimperialization” of Russia has acquired a new level of relevance in the international arena after February 24, 2022. The purpose of the article is to identify and investigate the features of the destructive form of ethno-political mobilization in the regions of the Russian Federation through the construction and promotion of the discourse of “decolonization” and “deimperialization” of Russia by Western states. Materials and Methods. The materials used in the study include U.S. legal documents, resolutions of the European Parliament, publications and speeches of representatives of the Western political elite and scientific and expert community, materials of the United States Commission on Security and Cooperation in Europe, content of various organizations, foreign mass media and media foreign agents. The methodological basis of the study is represented by systemic, geopolitical and instrumentalist approaches, as well as such methods as monitoring, discourse analysis and content analysis. Results. The narrative of “deimperialization” and “decolonization” of Russia in the publications of the Western scientific and expert community and media materials is studied, and the political technologies of Western states oriented at the actualization of ethnic nationalism and, as a consequence, separatist tendencies in the regions of the Russian Federation are revealed. Western projects of practical policy oriented at actualization of national contradictions in the Russian Federation are implemented mainly through the following initiatives: holding events dedicated to “decolonization” and “deimperialization” of Russia; using representatives of Western-oriented national elites to actualize separatist tendencies in the regions of the Russian Federation; adopting declarations on “liberation” of the peoples of Russia from “colonial” dependence; popularization of information about the need for “decolonization”; and the use of the “decolonization” of Russia. Discussion and Conclusion. “Decolonization” and “deimperialization” of Russia are focused on the implementation of a destructive form of ethno-political mobilization and fragmentation of the Russian Federation along national lines of settlement. The authors identify five technologies for the formation of ethnic nationalism in the regions of the Russian Federation, which are used by Western states in the process of modern confrontation with Russia. The results of the study will be useful for public authorities at both regional and federal levels to develop a set of measures aimed at countering the playing of the “national card” on the territory of Russia by competing geopolitical centers.

Kırım Tatarlarının çokkültürlü Kırım Yarımadası’ndaki yaşamları, 18. yüzyılın ikinci yarısından itibaren Rus hâkimiyeti dolayısıyla siyasi ve sosyal açılardan sorunlu bir süreç olarak ilerlemiştir. İkinci Dünya Savaşı sırasında yaşadıkları büyük sürgün nedeniyle ağır hak ihlallerine maruz kalan Kırım Tatarlarının talihi, Sovyet dönemi boyunca da birçok hak yönünden mahrumiyetler içerisinde geçmiştir. Sovyetler Birliği’nin dağılmasının ardından Ukrayna bünyesinde bazı hakları teslim edilen Tatarlar, 1996 Anayasası’nda tanınan ve düzenlenen özerklik haklarından istifade etmiştir. İnsan hakları açısından bazı sınırlılıklar içeriyor olsa da görece olumlu bu anayasal düzen, Rusya Federasyonu’nun 2014 yılının mart ayında Kırım’ı ilhak etmesi akabinde tekrardan sekteye uğramış ve Kırım Tatarları birtakım insan hakları ihlalleri ile karşı karşıya kalmıştır. Bahse konu ihlalleri; mülkiyet hakkı, ifade hürriyeti, din hürriyeti ve çeşitli kolektif haklar yönünden irdeleyen çalışmalar yayımlanmıştır. Rus ilhakı sonrasında toplanma ve örgütlenme hakları bakımından kayıtlara geçen ihlallerin analizine yönelik olarak ise öğretide genel bir ihmalin varlığı söz konusudur. Çalışmamız, bu ihmalin ortadan kaldırılmasını hedeflemektedir. Bu bağlamda, Rus ilhakı sonrasında gerek sivil toplum kuruluşları gerek devlet kurumları tarafından düzenli bir şekilde yayımlanan insan hakları temalı raporlar irdelenmekte; toplanma ve örgütlenme haklarına yönelik Kırım’daki Rus yönetiminin ihlallere sebebiyet veren uygulamaları tespit edilmektedir. Söz konusu ihlallerin tespiti ile Tatar Türklerinin mevcut sorunlarına ilişkin bölgesel ve uluslararası farkındalığın artırılabileceği de çalışmamızda ayrıca ileri sürülmektedir.
In 2023, the Republic of Türkiye celebrated its centenary. Standing at the head of republican Türkiye in 1923, the first president of the country, M.K. Ataturk, saw it as independent and free from logic imposed from outside. Nevertheless, Türkiye, whose history included both a pro-Western period and an open struggle against manifestations of the Western neocolonialism based on national interests, has experienced a series of ups and downs over a century-long period. Moreover, a new M.K. Ataturk appeared in its lifetime in the person of the ambitious R.T. Erdogan, who seeks to start the history of the country from scratch. The ideological and foreign policy foundations of Türkiye have undergone the greatest transformation in the last 100 years. Modern Ankara is approaching an important milestone in its history as an independent regional power and a leader who holds a confident course towards joining the “top league” - a group of world actors-members of the UN Security Council. The ideal of the president of the country is a neo-imperial Türkiye, combining the best practices of the past “Kemalism” and modern “neo-Ottomanism,” which is realized through the export of “Turkishness” and the promotion of Turkocentric ideologies into the world, supported by practical actions in a vast geographical space that goes far beyond Türkiye. The study concludes that over the long history of its existence, the Republic of Türkiye has developed a number of ideological and value concepts that serve as a support for the implementation of its foreign policy. As an anthropological state, Türkiye, like a human being, has primary - vital - and secondary needs, related to the perception of other international actors. At the same time, it is important that while the satisfaction of secondary needs is carried out by Ankara quite successfully, the replenishment of primary causes certain difficulties. The economic situation remains particularly difficult, which, in turn, is capable of affecting the general welfare of the state in the future, making it unstable amid general international environment and thereby provoking a certain “existential crisis.”
