The Rise and Fall of Energy Democracy: 5 Cases of Collaborative Governance in Energy Systems

Abstract: A wide range of actors are seeking to democratize energy systems. In the collaborative governance process of energy system transitions to net zero, however, many energy democracy concepts are watered down or abandoned entirely. Using five renewable energy case studies, we first explore the diversity of energy democratizing system challengers and bottom-up actors. Secondly, we analyze the role of conflict and challenges arising from the subsequent collaborative governance process and identify what appear to be … Show more

“…The German energy transition is now in its second phase, which requires actors to reconsider their strategies to overcome new and distinct challenges such as stabilizing, restructuring, and integrating energy systems [87,88]. This includes participatory strategies, which played an important role in the initial phase of the energy transition but may need to be formally embedded in the second phase to deliver energy democracy [89].…”

“…Several papers in this special issue provide examples of self-initiated collaborative governance (Berthod et al 2022;Lakshmisha and Thiel 2023;Taylor 2022). For example, worried that a proposed regulation would impact their operations, ranchers in Oregon, USA reached out to federal, state, and local government agencies to negotiate conservation agreements that would protect species while maintaining ranching operations (Taylor 2022).…”

“…Five cases were externally driven, resulting from a mandate or grantin-aid program that imposed the structural formation of a collaborative partnership (Bruun and Rubin 2022;Cristofoli et al 2022; Siddiki and Ambrose 2022; Zhou and Dai 2022; Idaho case in Taylor 2022). There were also three cases convened by an external facilitator (Picavet et al 2022; Zambrano-Gutiérrez et al 2022; UK case in Berthod et al 2022). For example, Picavet and colleagues (2022) examine the way that ICLEIa transnational network of citieshelped a municipality in India develop a collaboration to manage waste in a more climate friendly way.…”

“…Similar efforts were applied in different countries. Kalmar project in Sweden, for example, provides a successful example of collaboration between different actors and local inhabitants [111] with respect to the corporate strategies and citizens' desires [112].…”
