Transportation essential to people's lives because it drives the economic, social, and development. Bogor has the nickname of a million angkots because angkots fill the roads and leading cause of congestion. Biskita is the answer to the congestion problem. This research uses descriptive qualitative methods with the theory of Agile Governance. Data collection is done through interviews and documentation. Determination of informants with purposive, data validation with data triangulation, data analysis using data reduction, data presentation, and conclusion drawing. The results showed Agile Governance of the Bogor City Government has been successful, as seen from the fulfillment of five existing indicators, namely Business Operations with the existence of local regulations, Moderator Effect with the procurement of BISKITA, Governance Capabilities with the implementation of SOPs on BISKITA, Agile Capabilities with education and training, Value Delivery with plans to develop BISKITA. An increase in the Impact of Environmental Factors is needed, which has not been fulfilled due to decreased public interest in using BISKITA. The conclusion is the performance of the Bogor City Government in developing Biskita can be improved. Seeing that the level of public participation in using Biskita is still low, the number of angkot has not decreased, service counters at bus stops have not yet operated, congestion still occurs in Bogor City, two bus stop corridors are still not operating from a total of 6 planned bus stop corridors. INTISARITransportasi merupakan aspek penting kehidupan masyarakat karena menggerakkan roda perekonomian, sosial, dan pembangunan. Bogor memiliki julukan sejuta angkot karena angkot memenuhi jalan dan penyebab utama kemacetan. Biskita menjadi jawaban dari permasalahan kemacetan. Penelitian ini menggunakan metode kualitatif deskriptif untuk melihat teori yang ada dan fakta yang ada secara langsung di lapangan dengan teori Agile Governance. Pengumpulan data dilakukan melalui wawancara dan dokumentasi. Penentuan informan dengan purposive, validasi data dengan triangulasi data, analisis data menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan Agile Governance Pemerintah Kota Bogor telah berhasil terlihat dari terpenuhinya lima indikator yang ada, yaitu Operasi Bisnis dengan adanya Perda, Moderator Effect dengan adanya pengadaan BISKITA, Governance Capabilities dengan adanya pelaksanaan SOP pada BISKITA, Agile Capabilities dengan adanya pendidikan dan pelatihan, Penyaluran Nilai dengan adanya rencana untuk mengembangkan BISKITA. Diperlukan peningkatan pada Dampak Faktor Lingkungan yang belum terpenuhi karena menurunnya minat masyarakat menggunakan BISKITA. Kesimpulan yang diperoleh kinerja Pemerintah Kota Bogor dalam pengembangan Biskita dapat dikembangkan. The success of development depicts economic growth. Nevertheless, it is pertinent to emphasize that a significant increase in economic growth may not eradicate poverty, unemployment, and health issues. The prevalence of poverty in Palembang City in 2021 was considerably elevated, amounting to 11.34 percent, while the unemployment rate has exhibited an upward trend, reaching 10.11 percent. Additionally, there was a decline in employment within the labor market, accompanied by a corresponding rise in the number of individuals actively seeking job opportunities. This study aims to examine the various elements contributing to poverty and unemployment and formulate an integrated and sustainable model for poverty reduction and lowering unemployment in urban areas. The data collection technique uses a concurrent mixed method through questionnaires distributed to the public by purposive random sampling of 215 informants and Focus Group Discussions with relevant stakeholders in Palembang City in November 2022. The results of the study found that four factors contribute to poverty in Palembang City: education level, economic growth, health, and labor force participation rate. The level of education is the most dominant factor that plays a role in the occurrence of poverty and unemployment in Palembang City. The strategy formulated is the provision of educational scholarship programs for poor families at the primary and secondary education levels through the utilization of operational costs. It can be concluded that education has a big role in reducing poverty and unemployment, so it is important to invest in education. Investment in education, including improved access and quality of education, can help address issues of poverty and unemployment by giving individuals better opportunities for decent work.

The Gorontalo Province region has the potential for significant resource wealth. However, the Gorontalo Provincial Government still faces problems and challenges when trying to improve the welfare of its people. One is the limited data/information that is accurate, up-to-date, and integrated. This data/information is important in planning and making appropriate decisions. Another problem is that the community's role in modern development based on economic intelligence in Gorontalo Province has not been optimal. This means that the public and even bureaucrats are still unfamiliar with "Economic Intelligence." As a result, economic intelligence has not been fully used in planning, implementing programs/activities, evaluating and monitoring, or government decision-making processes. This research aims to analyze the problems and challenges in modern development based on economic intelligence in Gorontalo Province. This research uses a qualitative-descriptive approach. This study found that the main problems in modern development based on economic intelligence in Gorontalo Province are: 1) The lack of integration of economic data/information from various government and private agencies; 2) Lack of human resources (HR) who are reliable and have competence as managers and/or analysts of scientific data; and 3) Lack of technological support in managing economic data/information. The results of data analysis also show that the role of society in modern development based on economic intelligence is still very low. A lack of public understanding of the importance of economic intelligence causes this. Therefore, it is recommended that the Gorontalo Provincial Government make: 1) efforts to integrate economic data/information from various government and private agencies; 2) increase human resource capacity in managing and analyzing scientific data; 3) provide technological support in managing economic data/information; and 4) increase public understanding of the importance of economic intelligence.
