The management of educational policies is a complex issue. There are complexities related to the country's organizational system (competencies delegated by different areas in some cases), and to the limited resources in the educational system. In addition, there are many variables that need to be managed: ICT resources, special educational needs, human resources available, the socioeconomic characteristics of each district, etc. These types of issues are similar to those dealt with by strategic intelligence management. In this field, commonly included within innovation management, methodological frameworks are established that enable collection and consolidation of data from various sources and their subsequent exploitation to enhance decision-making based on previously identified needs. This article presents the details of a pilot plan aimed at implementing a framework for strategic intelligence management in the educational management system of the Community of Madrid (Spain). These intelligence systems are difficult to deploy in educational organizations that have highly fragmented management as in the case described in our pilot plan, although their implementation leads to more correct and agile decision-makings. This paper describes the steps carried out to define the new management platform requirements, its technical implementation issues, and the validation results that demonstrate its functional validity and acceptance by end-users participating in the described pilot project.

Nowadays, Higher Education is bearing significant alters. These alters are in replying to diversity factors; the expansion of information and communication technologies, globalization, internationalization and regionalization, progress network society, developing information society, socio-cultural orientations and demographical orientations. The marketization in higher education leads to change the roles of Governments. 'Marketization' in universities and colleges is a famous feature of the current wave of answerability. On the other hand, since there has been massive growth in the number of universities during the past decades, under the precedent of an increasing number of universities and shortage of education source, universities have to consider economic aim into their purpose to achieve profits through exposure social services. As a result, encountering the high competitive condition of students' recruitment, all universities have to void with conservative management practice and sub it by applying implications of business operations to attain the perdurable development and permanence. The main reason of this study is to introduce the Key Performance Indicators (KPI) measurement in higher education institution and determining their importance based on the opinion and experience of previous researchers. Furthermore, this study suggests a methodology to determine the weight and amount of significance of each measurer by using Analytic Hierarchy Process (AHP) technique which is one of the techniques in Multi-Criteria Decision Making (MCDM). The AHP, as a reparative method, supposes full aggregation among criteria and expands a linear increasable model. The weights and scores are achieved mainly by pair wise comparisons among all options.

AbstractDespite the importance of building and infrastructure maintenance and its role in cost control, savings in materials and life cycle enlargement of equipment and facilities, maintenance is often still regarded only as a disturbing factor which causes Public school infrastructures to often suffer from the negative effects of this philosophy. It is important for managers to improve maintenance performance of school organizations, focusing on areas such as maintenance, building systems, safety improvements and technology, if possible anticipating problems and opportunities in time.To accomplish all of those goals, these organizations must be determined to manage their available resources effectively and to seek improvements for increasing efficiency.In this context, and with the aim of characterizing the Portuguese situation concerning the age and preservation of both installations and fixed equipment of Educational Institutions, as well as their maintenance strategies and politics, maintenance auditing tools for school building assets were developed. This paper presents an overview of maintenance conceptual models as well as a proposal for a maintenance conceptual model aimed at the Portuguese Educational Institutions.The full version of this paper discusses the relevant role of maintenance conceptual models in the development of maintenance auditing tools and contains some results of a study regarding the Portuguese Educational Buildings.
