The Role of Leadership Performance Transformation in Managing Government: A Case Study in Medan City, Indonesia

Abstract

Objective: Leadership style and behavior will certainly affect the situation and environmental conditions. The leadership of the Mayor of Medan can influence employees to act according to organizational goals within the Medan City Government, Indonesia. The leadership changes brought by Bobby Afif Nasution as Mayor of Medan are very different from the leadership style of the previous mayors. The purpose of this study was to determine the effect of transformational leadership on the performance of the state organizing apparatus; the influence of transformational leadership with the label "Chairman of Medan" has its influence on the policies of the Medan City government. Method: This research uses quantitative methods with data collection techniques used in this research through questionnaires. The questionnaire in this study contains a list of statements that are closely related to the variables to be studied, which are then distributed to 168 respondents, in this case, employees who are at the Regional Secretariat of Medan City, as many as 67 respondents, the Regional Personnel Agency and Human Resources Development of Medan City as many as 40 respondents and the Investment and One-Stop Integrated Service Office of Medan City as many as 58 respondents. Then, the researcher used the Stratified Random Sampling technique to determine the sample. Result: The results showed that the Transformational Leadership of the Medan Chairperson affected the performance of employees in the Medan City Government. Transformational Leadership of the Medan Chairperson can mediate the influence of transformational leadership on performance in public services. Conclusion: There is a significant change in leadership where during the leadership of Drs. H. T Dzulmi Eldin S, M.Si corruption cases were in the spotlight, and this was evidenced by the arrest of Drs. H. T Dzulmi Eldin S, M.Si, in the same case related to corruption and has been legally proven to have committed the crime of bribery for projects and positions within the Medan City government in the 2019 fiscal year. After the detention of Medan Mayor Drs. H. T Dzulmi Eldin S, M.Si, the mayor after him also stumbled upon the same corruption case, until in 2021, the beginning of the leadership of Muhammad Bobby Afif Nasution, S.E., M.M. Within three months of his leadership, he eradicated the old disease of officials under the Medan City government, namely extortion.
