The Role of the Common Agricultural Policy in Enhancing Farm Income: A Dynamic Panel Analysis Accounting for Farm Size in Italy

Abstract: As a multi-objective policy, the EU Common Agricultural Policy continues to secure significant income support for farmers as one of the nine specific objectives. We estimate the income transfer efficiency of a broad set of pivotal policy measures, focusing on the effects of farm structure on income transfer efficiency. We use dynamic modelling, based on a micro-data panel of Italian farms for the period 2008-2014, allowing for endogeneity, simultaneity bias, and omitted variables. In line with previous studies… Show more

“…The European subsidies allocated through the Community Agricultural Policy had a lower impact on the profitability of the chickpea-based system. This is a further strength of this feeding system since these subsidies are expected to be reduced in the long term, thus further increasing the economic instability of the traditional cereal-based feeding system [ 69 ]. Despite these strengths, the scenario analysis for the use of chickpea must be well thought-out.…”

“…Empirical evidence shows heterogeneous effects within the CAP portfolio with respect to labour, especially between Pillar I and Pillar II (Olper et al, 2014;Garrone et al, 2019), coupled and decoupled payments Zier, 2011, 2012) and environmental and investments measures (Pufahl and Weiss, 2009). Hence, due to the potential mixed and measure-specific effects, we disaggregate CAP payments received by dairy farms into five groups: (i) Coupled Direct Payments (CDP), coupled to the number of livestock or cropped land hectares; (ii) Decoupled Direct Payments (DDP); (iii) Agri-environmental schemes (AES); (iv) other annual payments from Rural Development Policy (RDP) -such as Less Favoured Areas (LFA); (v) Other Rural Development subsidies, such as investment aids (see Biagini, Antonioli and Severini (2020) for a more thorough description of CAP implementation in Italy).…”
