The role of value creation in achieving good governance and combating corruption in the “New Republic” in Egypt

Abstract

Most countries, including Egypt are searching for a form of governance that could mitigate the risks of rapid development, scarce resources, conflicting interests, increasing uncertainty and corrupt practices, and create sustainable development. "How governance could be "Good" to combat corrupt practices", is a crucial question that invokes the importance and centrality of governance to our current understanding of policy reform. Good Governance is about value creation and managing values. Value creation is a key concept and a mean for diffusing good governance practices in state institutions. Therefore, the way of how governance and values are constructed helps to understand how institutions act to prevent corrupt practices. The research question is about the extent to which value creation impacts good governance and combat corruption in organizations. It examines the direction of relationship between values and governance and between values and corruption. Constructivism helps understand the intervening variable of values self -development and its impact on real actions. The paper adopts a constructivist approach and organizational cultural theory, which focus on the culture that directs the organizational governance. The main hypothesis of the research paper is that the implementation of governance reforms in Egypt, led to the increase in corruption. It also inquires if another approach to good governance is needed to prevent corruption in "The New Republic".
